City of Clinton City Council met Feb. 7.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger and Edmunds were present.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of January 18, 2022 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

PETITIONS AND COMMUNICATIONS  

Seth Redington addressed the Council regarding Commissioner Wise stating if anybody has any questions come to Council and ask so three years ago Mr. Redington came to Council about Prevailing Wage and sat back and waited for three years. He has lived in the same house for 50 years and he pays attention to what goes on around town. The gas incident he has mentioned is not the only time it has happened. When Commissioner Ballenger went and picked up a boat for the Fire Dept., he filled his truck with gas. In one year alone 186 gallons of fuel has been put in his personal vehicle but why does it state on the paperwork that it is going into a firetruck? It states #9053 is where the fuel is going, which that is a 2015 Ford F350. He has also FOIA requested the records of the Haunted House that the Fire Dept. worked at. It was stated they get paid $11 an hour instead of time and a half they doubled it so it would be $22 an hour but the bill states they got paid $26 an hour. He stated the Council needs to look into things. You have a Commissioner who is also on the Fire Dept. and drawing a lot of money. No other Commissioner draws money when they do extra duties. He stated the Council has a responsibility to investigate what is going on.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS 

Mayor Cyrulik had no report.

Paul Skowron, CEO of the Warner Hospital & Health Services reported this wave of COVID is way down and the Omicron is almost gone, and he is hoping there is not a new virus in the next few months. The employees are healthy, and operations are back to normal.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS 

Commissioner Buchanan reported the City was hit with a major snowstorm this past week and he wanted to thank the Street & Water Departments for doing a good job. There were very few complaints received. The Emergency Snow Routes were in place and for the most part citizens moved their cars off the street but there were a few that did not. He wanted to thank Jason Frantz, State Farm Agent for offering workers to stop at the Dairy Queen and get something to eat and drink while out plowing. The department will start hauling off snow from the Square.

Tom Redington asked about the sidewalk on Alexander St. between Jefferson and the YMCA who is responsible for the snow removal and Commissioner Buchanan stated the owner of the property is responsible for snow removal.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY 

Commissioner Wise reported the electric motor on the lime mixer went out and they found one and Kinder Company will install it as soon as it gets here. They have worked on the old one so they will have a spare one on hand in case this happens again. We have had complaints about the water being rusty so this should fix that problem.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds had no report.

UNFINISHED BUSINESS 

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the Brush Grinding ($13,600.00) & Leaf Disposal ($16,000.00) for the Yard Waste Facility from R & R Services of Illinois, Inc. for a total amount of $29,600.00. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.” Commissioner Buchanan would like to look into buying ground in the county to burn instead of paying for it to be hauled away. Steve Lobb, Public Works Director has looked into the EPA to get a permit to burn but if you get one complaint from one citizen, they will pull your permit. It has been looked into so Council needs to give direction.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Purchase of Base Radio Equipment for the Police Dept. from Motorola in the amount of $24,123.69 (City of Clinton’s 45% share per the CenCom Intergovernmental Agreement). On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

NEW BUSINESS 

None

ADJOURNMENT 

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”
