City of Clinton City Council met March 7.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the minutes of the regular meeting of February 21, 2022 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

PETITIONS AND COMMUNICATIONS

Seth Redington addressed the Council and started off reading a statute regarding asking the person addressing the Council to state their home address, which is not legal. He stated the minutes of February 7th need to be corrected because they are not accurate. He said he has been to several meetings and addressed the Council and he hasn’t gotten any answers, so he is back again tonight. He once again went over the dates and hours Commissioner Ballenger worked at the Haunted House and the Apple-n-Pork and the pay. He also brought up that Commissioner Ballenger put himself on the Fire Dept. He stated the Mayor needs to go to the State’s Attorney with all these issues. He brought up once again regarding the 186.8 gallons of gas in 2021 from the time the gas card was issued to Commissioner Ballenger until the last time he used it there was a total of 377.9 gallons of gas and the question is where did the other 191.1 gallons of gas go? He also discussed the grinding at the Yard Waste Facility.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported brush pick-up will start back up the week of March 21st. He just wanted to remind the citizens the brush can be set out a week ahead of pick-up and leaves and yard waste need to be in brown paper yard waste bags, or it can be taken to the Yard Waste Facility on Tuesday and Thursday from 4:00 p.m. – 6:00 p.m. and Saturday 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 5:00 p.m. The department has been working on filling potholes and preparing for another snow.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported he received two quotes for a new motor and blower, and it will take 22 – 24 weeks to get so they are working on the old one so when the new one comes in, they will have a spare. Otherwise, it has been normal operations at the Plant.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger read a letter from the Friendship Center requesting the City donate the fence that was taken down at the Cemetery to the Friendship Center for them to use. The Mayor will look into it.

The Mayor reported the new playground equipment has arrived for Downy Park and waiting for the weather to break for it to be installed.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported City Treasurer, Clint Lichtenwalter is about finished with the first draft of the Budget for the Commissioners to look at.

UNFINISHED BUSINESS

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve Resolution 2022-4, A Resolution Allocating American Rescue Plan Act (ARPA) Funds for Water Capital Improvements. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

Written motion was made by Mayor Cyrulik and seconded by Commissioner Edmunds to adopt Ordinance #1545, Ordinance Amending Section 3-2-14-8 of the City Code of the City of Clinton, Illinois Gaming License Terminal Fees (Raise from $25 to $250). On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

NEW BUSINESS

On File – Resolution Granting Chief of Police Retirement Health Benefits

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”
