City of Clinton City Council met June 7

City of Clinton City Council met June 7.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in  session in the Council Chambers of City Hall and electronically at 7:00 p.m. Acting Mayor Tom Edmunds, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present. Mayor Cyrulik was absent.  

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of May 17, 2022 and the Special  meeting of May 24, 2022, be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, and Ballenger voted “Yes.”  

The bills and payroll were read. 

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue  warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Edmunds voted “Yes.”  

PETITIONS AND COMMUNICATIONS 

Seth Redington addressed the Council regarding coming to the Council meetings for  months and months asking questions and never getting any answers. He asked Steve  Myers, City Attorney about the Firemen having on-call pay that he saw something on social media about the Fire Dept. and it said paid on-call Firemen. Mr. Myers explained  that is for the full-time Engineers. The Volunteers don’t get on-call pay. He went on  about the Fire Training Facility and the Farnsworth Report, are the floors in the Facility  wood? The report states that they are. A Not-for-Profit started this project and there isn’t  a lot of information on it, on the 2nd floor there is only one way in and one way out. Is  there water? Sewer? Who is going to put that in and pay for it? Who is going to pay to  get the Fire Training Facility up to spec? He stated once again that Commissioner  Ballenger put gas in his personal vehicle, but the bill said it went into a Firetruck and  Commissioner Edmunds stated he would have to give the City proof that Commissioner  Ballenger put gas in his personal vehicle more than that one time. He stated when you  have a Not-for-Profit you have meetings and take minutes. Where do they meet? Who is  on that board? City Attorney, Steve Myers stated the Not-for-Profit Corporation that was  created by the Fire Department, and receives donations and the Volunteer Firemen turn  those donations over to the Fire Department. When the firemen went door-to-door to get  donations were they paid? Commissioner Edmunds stated they were not, but Mr.  Redington said he would look into that. Apple-n-Pork Festival had 289 man-hours turned  in. Who authorized that? Commissioner Ballenger stated they are providing a service to  the community.

Full-time Engineer for Clinton Fire Department, David Dallas reported on the Farnsworth  Report (1/31/19), NFP 1402 and NFP 1403 is a guide not law and we don’t have to  follow it if we choose not to, the shipping containers are used coast-to-coast and when the  structure is finished it will be inspected by an Engineer to give any other  recommendations. The exterior stairs are not finished yet and there will be a second exit  on the second floor when it is finished. There are concrete pavers under the burn barrels to protect the wood floors. The stair treads are supposed to be a maximum 7 inches, but  some are 8 ¼ to 9 ¼, if we don’t have to go by the building code but if we have to follow the code, we will adjust the treads. All handrails are on the structure except for the top  they just haven’t been installed yet. It is a slow process, and it will take a while to get  finished but the department has all the procedures in place that they are following and  will keep it as safe as they possibly can. 

Volunteer Firemen, Tom Harweger also reported that they have had to go all over the  state for training and now they don’t have to they can use their own Fire Training Facility  and other Fire Departments can come and use it also. 

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS 

Mayor Cyrulik was absent.  

Commissioner Edmunds introduced John Hoblit, Attorney who will be working with  Steve Myers, City Attorney to become the City’s Attorney when Steve Myers retires. 

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC  IMPROVEMENTS 

Commissioner Buchanan reported the departments are looking for part-time summer help  and one full time position. He also stated they set up an account to get concrete since the concrete plant in town closed. 

Steve Lobb, Public Works Director reported he had a teleconference with the Engineers and Dave Stark regarding the street getting poured in the Illini Drive Subdivision and he  was told they have to have seven consecutive days of dry weather to be able to do the  work.  

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY 

Commissioner Wise wanted to thank the people who put on the Memorial Day program  on the Square and stated they did a very good job. He also stated the department has  several projects pending – fire hydrants need replaced and three valves at the Plant also  need replaced and the Control Panel, which will be voted on tonight has been ordered.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger reported that Downey Park has the equipment in, and the parking is finished, and it is getting a lot of use, but just wanted to remind the citizens to  keep the garbage picked up. The Pickleball Courts are looking nice. He also stated he  has been getting a lot of calls about how bad the Cemetery is looking, and he talked with  the mowing crew and hopefully it will improve.  

Police Chief Lowers was at Downey Park replacing the flags and he stated it was full of  kids and families. 

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds had no report.  

UNFINISHED BUSINESS 

None 

NEW BUSINESS 

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Additional Work at the Pickleball Courts from All Weather Courts in  the amount of $5,750.00. On roll call vote, Commissioners Wise, Ballenger, Edmunds, and Buchanan voted “Yes.”  

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Bid for the Control Panel at the Water Plant from Allan  Integrated Control Systems, Inc. in the amount of $5,576.00. On roll call vote,  Commissioners Ballenger, Edmunds, Buchanan, and Wise voted “Yes.” 

On File – Asbestos Removal/611 N. Quincy St. – Triple A Asbestos - $12,230.00 

ADJOURNMENT 

With no further business to come before the Council, a motion was made by  Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the  meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, and Ballenger voted “Yes.”
