City of Sullivan City Council met May 23.
Here are the minutes provided by the council:
1. The City Council of the City of Sullivan, Illinois, met in regular session at 6:00 p. m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public. A citizen asked if a dollar value should be included in the six-month contract with BH Electric. Commissioner Fowler explained that the agreement was for time and material and is based on a rate schedule, so there is no set dollar amount. The citizen then added that it would be appropriate to include a figure that shouldn' t be exceeded.
The City Clerk read an email comment submitted by Bill Burger. Mr. Burger inquired when the Council planned to inform residents living in TIF IV that they are eligible for up to $ 40, 000 in TIF funds for home renovations. Mayor Glazebrook responded that the statement was correct and that there currently aren' t enough funds in the TIF district to implement these projects. He added that this could be addressed once the funds become available.
Mayor Glazebrook read a comment received from Tia Punches. Ms. Punches will be hosting the Pack the Park event again this year. The event will provide games and concessions over the Fourth of July. Ms. Punches also suggested installing cameras in the park due to the recent vandalism and would like parents to be held financially responsible if their children have caused the vandalism.

A motion was made by Commissioner Booker and seconded by Commissioner Woodworth to approve the consent agenda. Upon a roll call being taken, the results were as follows:

4. A motion was made by Commissioner Sherwood and seconded by Commissioner Booker to approve the TIF claims. Upon a roll call being taken, the results were as follows:

5. Commissioner Sherwood reported that the island project was completed at Wyman Lake. The extra riprap will be used in the creek beds at Tabor Park. The men' s restroom in the park was vandalized over the weekend. They are looking for reasonable options for cameras that can be installed in the park. Park Rec will begin on June 6th and run through July 29th. The program is open to children ages 6- 12. This program is free to residents, and lunch is provided through the school. A contract was renewed between the City and the Blue Dolphin swim team. The City will not be making a financial contribution to the team. Treasurer Golden has been working on the audit and finalizing the investment policy. The City received the final distribution of the Titus funds in the amount of $788. 20. There was no update on the City Building.
6. A motion was made by Commissioner Fowler and seconded by Commissioner Booker to waive formal bidding and accept a proposal from BH Electric for a four man crew for the Electric Distribution. Commissioner Booker asked if the City was locked in for the whole six months, to which Commissioner Fowler responded yes. Commissioner Woodworth asked if there was still a City employee that would be on call, to which Commissioner Fowler also responded yes. Mayor Glazebrook added that another Distribution employee will also be placed on the on- call rotation once the union contract is passed. Upon a roll call being taken, the results were as follows:

7. Commissioner Fowler reported that he has been working on the electric rate increase and the BH Electric contract. He received confirmation from the IMEA that the LED lighting project has been completed and there is $ 33, 600 available until April 2023. Alex Stewart' s last day was on Wednesday, the Distribution Crew is now down to 2 employees. The Crew set a primary pole, disconnected and reconnected service for a generator installation, finished installing underground pipe and wire for street lights, put up stock, cleaned the shop, and completed work orders, and JULIE locates.
8. Commissioner Woodworth reported that Illinois Meter assisted the Distribution Crew in laying three taps for the Tabeling project. The crew plans to start laying pipe next week. Commissioner Woodworth picked the colors for the new water plant. The structure will be a gray building with white trim and doors.
9. Commissioner Booker reported that the Street Department completed yard waste bag pick- up, loaded rock for sale, cleaned the dump lots, helped the gas department and the park department with projects, emptied trash on the square, patched roads, cleaned drains, worked on equipment, repaired a tile, loaded mulch, put rock on roads to be tilled, worked in the shop and mowed. He added that the roads are being prepared for tilling and asked that drivers use caution and are aware of the workers in the area.
10. Mayor Glazebrook reported that the cemetery is preparing for Memorial Day. They are also watering on the square and mowing at the Police Station, the City Building, and the library. On May 10th, a gas main started leaking while the Gas Department was installing an anode. The gas was shut- off for three hours while repairs were made. Efforts are being made to find the necessary materials needed for the gas line installation for the Tabeling project and other upcoming projects. The Gas Department has been lowering meter sets in Elim Springs, exercising and raising low ground shut of valves, completing equipment maintenance and completing in- house trainings.
11. A motion was made by Commissioner Fowler and seconded by Commissioner Booker to approve a four -man, six month contract with BH Electric. Commissioner Fowler read the rate scale for Journeyman wages. He added that they will try to hire additional manpower after the contract passes. Upon a roll call being taken, the results were as follows:

12. A motion was made by Commissioner Woodworth and seconded by Commissioner Fowler to approve Ordinance 22- 10 — amending designated portions of Chapter 38 Article IV, Division I — Sewer Rates and Division II — Water Rates of the Revised Code of Ordinances. Upon a roll call being taken, the results were as follows:

13. A motion was made by Mayor Glazebrook and seconded by Commissioner Woodworth to approve Ordinance 22- 11 — amending Chapter 17 Article III — Gas Rates of the Revised Code of Ordinances of the City of Sullivan, Moultrie County, Illinois. Mayor Glazebrook added that this increase would add 2. 2 cents to each home. Upon a roll call being taken, the results were as follows:

14. A motion was made by Commissioner Fowler and seconded by Commissioner Sherwood to approve the Ordinance 22- 12 — An Ordinance amending Chapter 11, Article III — Electric Rates, Sections 11- 3- 1, 11- 3- 2 and 11- 3- 3 of the Revised Code of Ordinances of the City of Sullivan, Moultrie County, Illinois. Commissioner Fowler stated that he wanted to increase the base charge and raise the electric rate half a cent. He added that he contacted BHMG and asked them to move forward with a rate study. He thinks that this small increase is appropriate right now and the rate study will show how much our rates should increase. The Electric Department has been experiencing an increase in material prices over the past year. The Council discussed the proposed rates and other options or a rate increase.
15. Commissioner Fowler then made a motion to rescind his motion. The motion was seconded by Commissioner Sherwood. Upon a roll call being taken, the results were as follows:
