City of Clinton City Council met May 17.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds, and Buchanan were present.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the minutes of the regular meeting of May 3, 2022 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

PETITIONS AND COMMUNICATIONS 

Robert Kreitler addressed the Council regarding receiving a warning ticket and he knows the City has a big push to make the town look better and there was some confusion with the ticket and thanked Chief Lowers for clearing it up. The Code Enforcement officer only works 3 days a week and it is hard to get a hold of him to talk to him when you work out of town and don’t get home until 5:00 and he is already gone for the day. The warning ticket is for 7 days to get things taken care of and there is a $100 fine a day after the 7 days is up and he asked Council that maybe that could be changed to 10 days. He also gave pictures to the Council of 418 W. South St. which belongs to the Hospital of an addition that was added on to and they did not have a building permit and they are running power to that building with 4 yellow extension cords and that could be a fire hazard. They also run a side by side down the state highway and are running a John Deere tractor with bales of cardboard and driving it out to Encore. Also, they have huge piles of brush and the Street Dept. is picking it up, but the citizens have a certain size they are allowed to put out. They need to follow the same rules.

Commissioner Edmunds stated the City does not have to have a building permit for City departments.

Seth Redington addressed the Council regarding his meeting with Clint Lichtenwalter, City Treasurer and went over the Haunted House payroll and the Apple-n-Pork Festival and never got an answer to his questions. Commissioner Edmunds responded to his questions. Mr. Redington stated he was giving a heads up at the next meeting he will talk about the Farnsworth report pertaining to the Fire Training Facility. He also stated he has mowed Jemima Lane since 1985 and he paid for the fuel out of his pocket and never asked the City for any money. He stated it doesn’t seem like you can get anything done in this town, but there is a lot of fishy stuff going on.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS 

Mayor Cyrulik reported that Shelli Miles will be resigning from the Hospital Board at the end of June and a name will be brought forward at a later date for her replacement. He also stated that the Power Plant had a community showing for the citizens on Monday, May 16th from 4:00 p.m. – 7:00 p.m. The Mayor told them the City appreciates all they do for the community.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS 

Commissioner Buchanan reported the City-wide Clean-up has been scheduled for May and June. A voucher (1 per household) can be picked up at City Hall if you live in the City Limits and show a valid driver’s license for proof of residence. During the City-wide Clean-up, the Landfill hours are Monday – Friday 6:00 a.m. – 3:00 p.m. and one Saturday: June 4th 7:00 a.m. – 1:00 p.m. He also stated there will be an Electronics Recycle on Saturday, June 4th in the City parking lot east of Sorrento’s Pizza from 9:00 a.m. – 1:00 p.m. and you can go on the City’s website for all the details. The department is picking up brush this week and it needs to be set out before they start because after it is picked up citizens are putting out more and the department will not come back and get it. Also do not blow the grass into the street as it clogs the drains. The Square will be closed at 3:00 p.m. on Friday for the May Days Festival.

Commissioner Wise had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger reported May Days will start on Thursday and go through Sunday and just be watchful of the kids. He also stated that Downey Park is open and being used by a lot of kids.

Police Chief Ben Lowers reported that with May Days going on there will be street closures and the citizens that have golf carts will not be allowed on those streets. Commissioner Buchanan asked about the extended hours for the golf carts and the Chief explained that the Council agreed to extend the hours, but an Ordinance needs to be voted on.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds reported the Sales Tax broke even. We have caught up with the sales tax from internet sales that started a year ago so we will probably stay the same for a while and if there is an increase it will probably be a result of local sales.

UNFINISHED BUSINESS 

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to approve the Engagement Letter from Floyd & Associates, CPAs for $33,500.00 for the Financial Audit FY22 and $4,300.00 for the Single Audit. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Edmunds to approve the Engagement Letter from Floyd & Associates, CPAs for $2,500.00 for the Annual Audit TIF Funds FY22. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve an Intergovernmental Agreement between the City of Clinton and DeWitt County Emergency Management Agency (EMA) for $15,000.00, which will be paid in four quarterly installments of $3,750.00. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve Ordinance #1550, Ordinance Authorizing a Lease of Municipal Owned Real Property – Farmland – to Brandon Houser. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Edmunds to approve the Design Engineering Agreement for S. Madison St. and a Section of W. Washington St. from Cummins Engineering Corporation in the amount of $78,088.04. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

NEW BUSINESS 

None

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to hold a closed session for Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

ADJOURNMENT 

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”
