Village of Lovington Board and Trustees met July 11

Village of Lovington Board and Trustees met July 11.

Here are the minutes provided by the board:

Call to order: President Roger Walker called the meeting to order at 6:00 p.m.

Pledge of Allegiance: President Walker led the Pledge of Allegiance.

Roll Call found the following trustees to be present: Dennis Garmon, Todd Hale, Curt Clough, Mike Young and Brittany Bates. President Roger Walker and Clerk Alma Fair were also present. April Daily was absent at roll call. April Daily arrived at 6:13 PM

Guests: Brian Buxton for the zoning board – the Habitat for Humanity asked for a 5’ variance from the zoning board and they okayed it so they are now asking the Village board to approve it. Gary Smith explained a little more about the request. The house they are building on W Jefferson St.

A Motion was made by Young and seconded by Garmon to allow the variance requested by the zoning board.

Minutes and action of Village Clerk

1. Discussion and action on June 2022 invoices

A Motion was made by Garmon and seconded by Hale to accept the June 2022 invoices as presented.

2. Discussion and action on June 13, 2022, Regular Meeting minutes

A Motion was made by Clough and seconded by Bate to accept the June 13, 2022; Regular Meeting minutes as presented.

YEA: Garmon, Bates, Young, Hale, Clough

No: None

Absent: Daily

MOTION CARRIED

Daily arrived at 6:13 pm

3. Discussion and action on June 13, 2022, Closed Session minutes

A Motion was made by Garmon and seconded by Young to accept the June 13, 2022, Closed Session minutes as presented.

4. Discussion and action on June 27, 2022, minutes

A Motion was made by Daily and seconded by Bates to accept the June 27, 2022, Special Meeting minutes as presented.

Treasurer’s Report

1. Discussion and action on June 2022 treasurer’s report

A Motion was made by Garmon and seconded by Daily to accept the June 2022 treasurer’s report.

YEA: Young, Hale, Clough, Daily, Garmon, Bates

No: None

MOTION CARRIED

Old Business:

1. Discussion and action on purchasing a street sweeper

Clough reported Gillis looked for used street sweeper, most are around $25,000.00 – two are from Elmhurst IL

Clough would like to call and ask more questions on one of them.

A Motion was made by Clough and seconded by Hale to investigate the street sweeper which is the 2005 one located in Elmhurst IL for $25,000.

YEA: Hale, Clough, Daily, Garmon, Young

No: None

Abstain: Bates

MOTION CARRIED

Discussion – After much discussion the above motion was voted on.

2. Discussion and action on purchasing of security cameras for the Village Hall

A Motion was made by Garmon and seconded by Hale to accept the estimate from Total Home & Farm Video Solutions, Inc. for $1,768.00

YEA: Clough, Daily, Garmon, Bates, Young, Hale

No: None

Absent:

MOTION CARRIED

3. Motorized bicycles

Daily asked if anyone found out if motorized bicycles need to be licensed. Walker will see what other towns are doing regarding motorized bicycles in their ordinances.

New Business:

1. Discussion and action on Zoning ordinance changes

Walker has a new zoning ordinance proposal that he is looking at to see if we what to use it or only use the parts we want.

Department Reports

Water and Sewer Report – Todd Hale

Meeting with Farnsworth tomorrow regarding the five-year plan. Those attending are Walker, Hale and Garmon at 4 pm on Tuesday 7/12/22

Park and Special Projects – Brittany Bates

Meeting with Engineer to go over the grant for a trail. Discussion on not having a Christmas tree downtown but no action was taken. There was also discussion on lighting Christmas trees in the park. The movie in the park was a success. After some discussion she might have more movies in the park.

Police – Dennis Garmon

Garmon went over the police report provided by Chief Swisher.

Streets and Alleys – Curt Clough

Earl Walker Co is waiting to oil roads because of rock shortage. Clean up day when well. Gillis’ test score was a couple of points short so he will be taking it again. Clough will check on which trees are on the list to be removed.

Buildings and Grounds – April Daily

Daily asked about the need for a shed at the park – now that the tables and chairs out of the park storage area – Bates says there is a lot more room so no need for a shed at this time.

Daily reported on Fire Alarm system. She had prices on a ring system with a cost of $379.99 and any add on would be extra. $69.98 for a two pack of smoke detectors. Garmon will find out more about it.

Insurance – Walker

Walker reported he is meeting with a new insurance company will be here at 1:30 pm this Wednesday. Fair reported on the claim for the damaged generator. She called the insurance company, and they are ready to write the check. Fair will find out if the check is coming to us or not.
