C. Motion to appoint Tyler Graven to the Eastern Illinois Economic Development Authority effective immediately. Term to expire third Monday in January of 2027.

1. American Rescue Plan Act (ARPA) Meeting: 10/5/22 Chair: Stephanie Helmuth
a. Motion to award $41,000 to the Life Center for roof and HVAC upgrade, $100,000 to Moultrie County Dive Team for mobile command unit and upgrades to rescue boats, $15,000 to Kaskaskia Valley Animal Hospital for generator as county’s animal hospital and boarding provider, $200,000 to the Village of Arthur for water sewer project, $89,000 to Sullivan Bakery for lost revenue during COVID, $167,525 for upgrades to the County Detention Centers electronics and doors, $60,000 to the Bethany Diner for roof and HVAC upgrades, and $423,000 to Andrew’s Group for consultation, deployment and investment of childcare crisis plan totaling $1,095,525 in funds remaining.
