A. Motion to appoint Kristi Hart and Linda Qualls to the County Handbook Ad Hoc Committee.

B. Motion to appoint Caitlin England, John Fayhee, Jon Summers, Laurrie Minor and John Stephens to the Tourism Committee. Terms to expire October 2023.

C. Motion to appoint Tyler Graven to the Eastern Illinois Economic Development Authority effective immediately. Term to expire third Monday in January of 2027.

d. Motion to proceed with Request for Proposal to find another firm to complete the County Audit for fiscal year ending 2022.

e. Motion to remove Rick Matthews from the County credit card and permission for the Maintenance Department to obtain a new credit card with a credit limit of $5,000 under the name of Jef Liddiard.

a. Motion to approve the salary of Jef Liddiard to receive an annual salary of $12,500 as Building Inspector retroactive to October 1, 2022.

b. Motion to increase Christa Helmuth’s salary for the fiscal year 2023 from the approved 3% to 4%.

C. AD HOC COMMITTEES 

1. American Rescue Plan Act (ARPA) Meeting: 10/5/22 Chair: Stephanie Helmuth

a. Motion to award $41,000 to the Life Center for roof and HVAC upgrade, $100,000 to Moultrie County Dive Team for mobile command unit and upgrades to rescue boats, $15,000 to Kaskaskia Valley Animal Hospital for generator as county’s animal hospital and boarding provider, $200,000 to the Village of Arthur for water sewer project, $89,000 to Sullivan Bakery for lost revenue during COVID, $167,525 for upgrades to the County Detention Centers electronics and doors, $60,000 to the Bethany Diner for roof and HVAC upgrades, and $423,000 to Andrew’s Group for consultation, deployment and investment of childcare crisis plan totaling $1,095,525 in funds remaining.

2. County Employee Handbook Chair: Michelle Liddiard

3. Dive Team Board Meeting: 09/21/22  Chair: Kristi Hart

a. Motion to approve Jason Crowe and Clayton Turnbaugh as new divers for the Moultrie County Dive Rescue Team

b. Motion to adopt the County Financial Policy for the Moultrie County Dive Rescue Team.

A. Motion to consolidate Sullivan 7 Precinct and Sullivan 1 Precinct for the November 8, 2022 General Election.

15.Public Comments: Public comments are welcomed and encouraged but individual comments will be restricted to 5 minutes, with total public comments limited to 30 minutes. The Chairperson will have the authority to increase that time if the situation is warranted. Repetitive comments may also be restricted.
