Here are the minutes provided by the board:

The Moultrie County Board met in the County Board Room, Second Floor, Moultrie County Courthouse for a County Board meeting. Vice-Chairman Marsha Kirby called the meeting to order at 7:00 p.m.

Opening prayer by Pastor Wayne Stacy.

The Pledge of Allegiance was recited.

Roll Call was taken, with the following Board members present Elizabeth Houser, John Vander Burgh, Marsha Kirby, Arlene Aschermann, John Fayhee, Tyler Graven, and Travis Phelps. Absent: Todd Maxedon.

Kirby asked for a motion to allow Billy Voyles to call in and vote. Houser moved to allow, Graven seconded, which passed by roll call vote. (7 yes,0 no)

There were 32 people in attendance, which included eight Board members and Interim County Clerk Rita Florey.

Minutes: Graven moved to approve the August 26, 2022, Special County Board meeting minutes. Vander Burgh seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Appointments by Chair: Kirby moved to appoint David Miller as Drainage Commissioner, District #1 Lowe. Term to end September 2025. Graven seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Kirby moved to appoint Marvin Wiley as Drainage Commissioner, District #1 of East Nelson. Term to end September 2025. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Kirby moved to appoint Paul J. Yoder as Drainage Commissioner, Cadwell. Term to end September 2025. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Kirby moved to appoint Stephen E. Gingerich as Drainage Commissioner, Moultrie, Coles, and Douglas. Term to end September 2025. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Kirby moved to appoint James Stutzman as Drainage Commissioner, Mast Union District #1, Lowe, and Jonathan Creek. Term to end September 2025. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Kirby moved to appoint Tyler Graven as the County Board Representative to the Dive Team Board. Houser seconded said motion, which passed by roll call vote. (7 yes, 0 no, Graven Abstains)

STANDING COMMITTEES

BUDGET AND FINANCE COMMITTEE (Chair: Vander Burgh)

Meeting held September 12, 2022

Vander Burgh moved to accept the Treasurer’s report for August 2022. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Vander Burgh moved to approve all claims as presented. Graven seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Vander Burgh moved to remove Georgia England from the County credit card and permission for the County Clerk’s office to obtain a new credit card under the name of Rita Florey. Houser seconded said motion, which passed by roll call vote. (8 Yes, 0 no)

Vander Burgh moved to approve transfer of the County Clerk’s credit card account from Rita Florey to newly elected County Clerk effective 12/1/2022. Graven seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Vander Burgh had a motion on the agenda to approve County audit as prepared by West & Co. He had hoped that West & Co. would be there to present the audit. West & Co. was not present. Aschermann moved to table, Vander Burgh seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Vander Burgh moved to change the Group Health Insurance Savings account #1408228 ownership from the Moultrie County Clerk to the Moultrie County Treasurer. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

BUILDING AND GROUNDS (Chair: Graven)

Meeting held September 7, 2022

Motion by Graven to change the name of Building and Grounds Committee to Building and Property Committee. Phelps seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Motion by Graven to accept county farm bid of $48,955 from Clint Robinson. Phelps seconded said motion, which passed by roll call vote. (7 yes, 0 no, Houser Abstains)

ROAD AND BRIDGE (Chair: Voyles)

Meeting held September 6, 2022.

Motion by Voyles to remove Jeff Birch from the County Credit card and add Kyle Steele. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

PLANNING AND ZONING (Chair: Maxedon)

Meeting held September 7, 2022

Maxedon absent.

Motion by Kirby to approve application by Esther Kaufman for a Special Use Permit for a dog kennel on PIN # 06-06-34-000-206, 1577CR 1425N, Sullivan. Graven seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Motion by Kirby to deny application by Darren & Ming Chen Danke for a Special Use Permit for a Home less than 725 sq. ft. on PIN# 01-01-12-304-002, 524 Webster St., Lake City. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

PUBLIC HEALTH, SAFETY, AND WELFARE (Chair: Aschermann) Committee did not meet.

AD HOC COMMITTEES

AMERICAN RESCUE PLAN ACT (ARPA) (Chair: Stephanie Helmuth) Meeting held September 2, 2022.

Motion by Kirby to award $80,000 to Moultrie County Animal Control, an additional $280,000 to Moultrie County Beacon, and $75,000 to the United Methodist Church. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

COUNTY EMPLOYEE HANDBOOK (Chair: Tracy Weaver)

Committee did not meet.

COMMENTS

BOARD

Travis Phelps read a letter with reminders and recommendations that the residents of this county hold elected officials and department heads to a higher standard. He also stated that he wished more supervisors both elected and appointed were here tonight. Phelps went on to read excerpts from the Moultrie County Employee Handbook addressing Standards of Conduct, Discipline Policy, Harassment Policy, and Use of Social Media. In addition, Phelps made some recommendations addressing secondary employment, evaluations, and safety/security. Phelps ended by stating that these are only a few suggestions to put us on the path to remove distractions and create a more positive environment to provide the services to the public at the highest level possible.

OFFICE HOLDERS/DEPARTMENT HEADS

PUBLIC

Nancy Barker stated that she agreed with the statements made by Board member Travis Phelps. Department Heads should not hold outside full or part-time jobs during Courthouse hours. As a voter, I vote for an elected official to be in the Courthouse from 8:30 a.m. to 4:30 p.m. I don’t want them to be subbing out at the school and I know they said they only need to be in the office one day a year. If that is the case maybe, they don’t need a deputy.

With no further public comment, Graven moved to adjourn the meeting. Houser seconded said motion, which passed by voice vote. (8 yes, 0 no)
