Village of Lovington Board of Trustees met Oct. 10

Village of Lovington Board of Trustees met Oct. 10.

Here are the minutes provided by the board:

Call to order: President Roger Walker called the meeting to order at 6:00 p.m.

Pledge of Allegiance: President Walker led the Pledge of Allegiance.

Roll Call found the following trustees to be present: Todd Hale, April Daily, Brittany Bates, Dennis Garmon, and Mitchel Leinard. President Roger Walker, Clerk Alma Fair and billing clerk Donyell Morgan were also present.

Mike Young arrived at 6:25 pm

Guests: Jim Closson with IMRLMA insurance

Mr. Closson presented the insurance information for IMRLMA to compare with the Loman-Ray Insurance Group who presented their information at a special meeting in September. IMRLMA’s Annual Premium would be $37,176 a savings of $4,130 this would be for 2023-2024 a two-year guarantee. Beginning on January 1, 2023, they will be including $25,000 sales tax interruption included in the $37,176. If we take additional sales tax interruption coverage it could go up to $39,176.

A Motion was made by Daily and seconded by Garmon to stay with the IMRLMA insurance company.

1. Discussion and action on September 2022 invoices

A Motion was made by Garmon and seconded by Hale to accept the September 2022 invoices as presented.

2. Discussion and action on September 12, 2022, Regular Meeting minutes

A Motion was made by Daily and seconded by Bates to accept the September 12, 2022, Regular Meeting minutes as presented.

3. Discussion and action on September 22, 2022, Special Meeting minutes

A Motion was made by Young and seconded by Hale to accept the September 22, 2022, Special Meeting minutes as presented.

4. Discussion and action on Compliance Review for 2021 Motor Fuel Tax Funds

No action was needed on the Review.

Treasurer’s Report

1. Discussion and action on September 2022 treasurer’s report

A Motion was made by Garmon and seconded by Daily to accept the September 2022 treasurer’s report.

YEA: Garmon, Hale, Leinard, Daily, Bates, Young

No: None

Old Business:

1. Discussion and action on Fire Alarm system for the Village

Daily presented the cost for a fire alarm system. There would be a $200 per year cost to be able to call Fire Department/Police.

Alarm Security Kit includes 14-piece (2nd Generation) for $229.99

6-Pack Alarm Window & Door Contact Sensor for $99.99

1 Alarm Window & Door Contact $19.99

2-Pack alarm Smoke & CO Listener $69.98

Total $419.95

A Motion was made by Daily and seconded by Hale to purchase the fire alarm system as presented.

New Business:

1. Discussion and action on vacating easement behind E Cheevers St. per Karen Reardon request

A Motion was made by Daily seconded by Garmon to tell Mrs. Reardon she may leave her building on our property unless it burns or is torn down, then if it is rebuilt, she would need to remove it from our property and build it only on her property.

Closed Session:

5ILCS 120/2 Sec.2 (C) (21) Approval by the body of the semi-annual review of closed minutes

A Motion was made by Young and seconded by Hale to go into closed session for the approval by the body of the semi-annual review of closed minutes at 7:27 pm

A Motion was made by Daily and seconded by Hale to return to open session at 7:31 pm

Department Reports

Water and Sewer Report – Todd Hale

Nothing to report

Park and Special Projects – Brittany Bates

$1400 for the Chili cookoff was made for next year’s Fireworks. $500.40 was made from the movie night. Talked to Jeremy about planting trees in the park. The Timm Foundation check was received for $21,782 for playground equipment. Atchison electric will be contacted to increase wattage at the park.

Police – Dennis Garmon

Nicholas Martina turned in his resignation effective on October 8th, 2022. Garmon responded to his resignation that it has been accepted. We will be using some part-time officers to take some of the slack until a 2nd full time officer can be hired.

Buildings and Grounds – April Daily

Nothing to report

Streets and Alleys – Mike Young

Oil leak on one of the trucks, speed limit trailer has been up and working well.

Insurance – Walker

Nothing more to report
