Mt Zion Community Unit School District 3 Board met Oct. 18.

Here are the minutes provided by the board:

Nathan Brock called the meeting to order at 6:31 p.m.

Board members present were: Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, and Kristi Niles.

Administration present consisted of: Dr. Travis R. Roundcount, Superintendent of Schools; Brian Rhoades, Associate Superintendent; Justin Johnson, Mt. Zion High School Principal; Randy Thacker, Mt. Zion Intermediate School Principal; Gary Gruen, Mt. Zion Grade School Principal; Heather Ethell, McGaughey Elementary School Principal; and Renea Smith, Special Education Administrator; Billy Rockey, Technology Director

The Pledge of Allegiance was cited by those present and led by Tarvers Davis, Jr., Audrey Zalanka, Hunter Northington, and Mia Vaughn. All 3rd grade students at Mt. Zion Grade School.

Michelle Shumaker presented a motion to approve the Regular Meeting minutes of September 20, 2022. Seconded: Kristi Niles. Roll Call: Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kristi Niles, yea. Motion carried 5-0.

Matt Beavers introduced a motion to approve the Executive Meeting minutes of September 20, 2022. Seconded: Kyle Janvrin. Roll Call: Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kristi Niles, and Nathan Brock, yea. Motion carried 5-0. (See Book of Attachments.)

VISITOR COMMUNICATIONS

There were no visitor communications.

Dr. Roundcount shared:

1) handouts related to new construction and new signs are available for those in attendance to review

2) that the district has posted a job opening for an ESL teacher. The district currently has 25 students which continues to increase.

3) that district report cards will be released to the public, Oct. 27th. The High School was listed as exemplary, and the other schools were all listed as commendable. School improvement plans will be presented to the board in January. Nathan Brock thanked the administrators for all they do.

4) that this week is principal appreciation week and had all administrators stand to be recognized for their efforts and achievements.

5) the Junior High baseball team made it to State this year; congrats to them.

6) the district is planning building updates for the Life Skills classroom this summer.

At 6:41p.m. Jeffery Sams entered the meeting and apologized for his tardiness.

Kristi Niles introduced a motion to approve payment of the enclosed list of Quick Pay check numbers: 32248-32428, Fund Warrant check numbers: 32429-32432, and Athletic Imprest check numbers: 14406-14533 as presented. Seconded: Michelle Shumaker. Roll Call: Matt Beavers, Kyle Janvrin, Kristi Niles, Jeffrey Sams, Nathan Brock, Michelle Shumaker, yea.

Motion carried 6-0. (See Book of Attachments.)

General overview and discussion in regards to the construction project; The plan is to make the cafeteria all one level to increase the amount of students that can be accommodated, allowing us to decrease lunch periods while still serving both schools. In addition, the kitchen will be remodeled to increase lunch line service as well. The construction includes replacing HVAC systems at the same time as they are reaching the end of their life expectancy and becoming increasingly expensive to repair. Dr. Roundcount introduced Steve Blickensderfer to elaborate and answer questions regarding that equipment. By not including the enclosure of the courtyard at this time, it will be a savings of $1.5 million on this project.

In discussion Dr. Roundcount stated: “We haven’t used this process before, and it may save money and it may not, but we hope it will result in the best product with construction experience being involved in the bid process. We will do our best to keep costs down.” Nathan Brock introduced a motion to approve a contract with O’Shea as Construction Manager for the cafeteria renovations project, at the pricing reflected in the attached draft contract, and subject to final negotiations of appropriate contract terms approved by the Superintendent and the board’s law firm. Seconded: Matt Beavers. Roll Call: Kristi Niles, Jeffery Sams, Nathan Brock, Michelle Shumaker, Matt Beavers, and Kyle Janvrin, yea. Motion carried 6-0. (See Book of Attachments.)

Nathan Brock introduced a motion to approve the attached state maintenance grant and to appropriate matching funds to complete the projects contained in the grant. Seconded: Matt Beavers. Michelle Shumaker presented a motion to approve the outlined personnel-related items pending a drug test and background check for new employees.

President Sams announced Tuesday, November 15, 2022, 6:30 p. m. as the next regular meeting of the Board of Education, to be held at the Mt. Zion C.U.S.D. #3 District Office, 1595 W. Main St., Mt. Zion, IL 62549.
