Village of Lovington Board of Trustees met Nov. 14.

Call to order: President Roger Walker called the meeting to order at 6:03 p.m. Pledge of Allegiance: President Walker led the Pledge of Allegiance.
Roll Call found the following trustees to be present: Todd Hale, April Daily, Brittany Bates, Mike Young, Dennis Garmon, and Mitchel Leinard. President Roger Walker, Clerk Alma Fair were also present.

Discussion and action on Lead Service Line Replacement
Walker explained that the State needs to know by April 2024 the location of all of the lead lines in the Village. We don’t have any lead lines but we do have lead goose necks. They than need to have a plan to remove and replace by 2035. There is a grant for $30,000 that we can ask for. Farnsworth will need to be hired to write the grant for us. A Motion was made by Daily and seconded by Hale to have Farnsworth write the EPA grant for $30,000.

Department Reports
Water and Sewer Report – Todd Hale
All fire hydrants have been tested. He will check on the cost of the machine as mentioned previously and set up a time for a demonstration.
Park and Special Projects – Brittany Bates
Halloween went well. Next event is Christmas. She will be asking $500 for Breakfast with Santa will be Dec. 17 from 9-11 am.
Hometown Love will be decorating the park this Sunday - Nov. 20 - Atchison Electric will be coming this week to give us a quote for more electric outlets in the park. New playground equipment has been ordered with the money we received from the Timm Foundation. KARR Appliances is coming to town in Tom Fleming building. Bates handed out the list of 2023 Homecoming/Sesquicentennial parade ideas.
A Motion was made by Daily and seconded by Bates to provide the park board with $500 for Breakfast with Santa. All receipts are to be turned in to the clerk as well as any money that isn’t spent.

Garmon – went over the list of items that the police department have done in the past month.

Everything has been winterized and ready to go. Might need to purchase new mower next year.

Insurance – Clerk Fair
We received the Blue/Cross estimate costs for the coming year and she and Morgan accepted them.
Presidents Report – Roger Walker
Water rates have been increasing 1% for several years and he recommends that we increase it to 3% come January 1.
A Motion was made by Young and seconded by Garmon to update the ordinance for the water rates to increase the 1% to 3%.
