Moultrie County Board met Dec. 1.

Here are the minutes provided by the board:

The Moultrie County Board met on Thursday, December 1, 2022, in the County Board Room, Second Floor, Moultrie County Courthouse for a County Board Reorganizational meeting. County Clerk, Linda Qualls called the meeting to order at 9:22 a.m.

The Pledge of Allegiance was recited.

Roll Call was taken, with the following Board members present Billy Voyles, Tyler Graven, Travis Phelps, Scott Buxton, Aaron Wilhelm, Kenny Graven, and Joshua Roe.

Absent were John Vander Burgh and Marsha Kirby

There were 23 people in attendance, which included seven Board members and Moultrie County Clerk, Linda Qualls.

The new board recited the Mission Statement in unison.

Qualls handed the floor to Billy Voyles for special thanks to Retiring Sheriff, Chris Sims for his years serving the County and to Board Member Arlene Aschermann for all her years of dedication to the county. Mr. Voyles mentioned the board has one more special thanks for Rick Matthews who was not in attendance but will be at the next board meeting.

Qualls opened the floor for nominations for County Board Chair. Phelps nominated Billy Voyles to serve as County Board Chair. Tyler Graven seconded said nomination. With no further nominations or discussion, roll call was taken. Voyles elected as Chair (7 yes, 0 no).

Qualls turned the Reorganizational Meeting over to Chair Billy Voyles.

Voyles opened nominations for Vice-Chair. Phelps nominated Marsha Kirby as Vice-Chair, Voyles seconded said nomination. With no further nominations or discussion, Voyles asked for roll call. Election of Kirby as vice-chair passed (7 yes, 0 no).

After splitting the board into two groups (one group of three; one group of four), alternating between the two groups, one person from each group picked their term by choosing a slip of paper with either "Two-Year Term" or "Four-Year Term" type written from a basket. The terms are as follows:

Voyles informs new members, they can attend any and all committee meetings, you just can't vote. The chair or vice-chair can take a spot if any member knows they will not be able to attend a meeting and there will be no quorum. Please contact him or Marsha.

Voyles informs the board a group picture will be taken before the December 15th meeting, please arrive 15 minutes early.

Voyles encourages new board members to contact each department head if they have any questions and further encourages everyone to go to every department. Phelps would like to see board members touring the jail, health department, courthouse so when those places are being discussed, the members have a better understanding of what they are talking about.

Motion by Tyler Graven to accept the Committee Definitions & Responsibilities. Said motion was seconded by Voyles. Motion passed (7 yes, 0 no)

Motion for the Board to follow the Moultrie County Rules & Procedures then Roberts Rules of Order by Voyles. Motion seconded by Tyler Graven. Motion passed (7 yes, 0 no)

Pam Whittkowski explained to the new members about Claim Sheets to turn in to be paid for attending meetings.

Tyler Graven motioned to adjourn; Buxton seconded said motion. Motion passed by voice vote.

Meeting adjourned at 9:53 a.m.
