Village of Lovington Board of Trustees met Dec. 12.

Here are the minutes provided by the board:

Call to order: President Roger Walker called the meeting to order at 6:00 p.m.

Pledge of Allegiance: Walker led the pledge of Allegiance.

Roll Call found the following trustees to be present: Brittany Bates, Mike Young, Dennis Garmon, and Mitchel Leinard. President Roger Walker, Clerk Alma Fair were also present. Absent: April Daily & Todd Hale Daily arrived at 6:06 pm

Guests: NONE

Minutes and action of Village Clerk

1. Discussion and action on November 2022 invoices

A Motion was made by Garmon and seconded by Young to accept the November 2022 invoices as presented.

1. Discussion and action on November 14, 2022 Regular Meeting minutes

A Motion was made by Young and seconded by Leinard to accept the November 14, 2022 Regular Meeting minutes as presented.

A Motion was made by Bates and seconded by Leinard to accept the November 2022 treasurer’s report.

Discussion and Action on Ordinance Amending Chapter 38-Utilities, Article III-Water System, 38-3-79 Water Rates, Subsection (E) Annual Rate Increases of the Revised Code of Ordinances of the Village of Lovington A Motion was made by Daily and seconded by Garmon to approve Ordinance #22-07 to increase the water rate from 1% to 3% as presented.

Discussion and Action on IMRF Resolution

A Motion was made by Young and seconded by Bates to approve IMRF Resolution R22-02 Annual 1,000 hour standard.

A Motion was made by Garmon and seconded by Young to approve IMRF Resolution R22-02 Internal Revenue Code Section 125 Plan as IMRF earnings.

Water Report – Todd Hale absent

Sewer Report – Mitchel Leinard

Park and Special Projects – Brittany Bates

Breakfast with Santa at the Baptist church this Sat.

Park equipment being delivered tomorrow (paid with the Timm Foundation money we received) Quote from Atchison Elec. For updating electric at the park for $7,791. To get a couple of more quotes. Contacted CHI about providing an artificial tree for downtown for next year. Will know something tomorrow. Sesquicentennial T-Shirts are going to be for sale and Alma has contacted a friend of hers in Decatur that will create a logo for the front of the shirt. We are having businesses pay $75 to have their names on the back of the shirt.

Police – Dennis Garmon

Currently, we are doing okay with the one full time policemen and the part-time policemen. 2025 the police will need to have a body cam. We received a quote for 2 body cams in the amount of $2300.

Garmon suggested that we purchase one body cam instead of 2. Daily suggested we go ahead with purchasing 2 so that we have a spare and if two policemen are needed, we would have 2 body cams.

A Motion was made by Garmon and seconded by Daily to purchase two (2) body cams for the police department not to exceed $2,500.

Streets and Alleys – Mike Young

All trucks are ready, and plows are ready. Jeremy is going to try to get a video or a time for us to see how the unit we talked about last month works. Talking about getting a new mower-will discuss it more next month.

Buildings and Grounds – April Daily

Spoke to Chris – houses that are condemned are getting bad. Fair reported that the bill from attorney came today, and she contacted their office regarding the four (4) properties in question. All owners have been contacted to see if they would like to do a quit claim to turn over to the Village. They haven’t heard anything back yet.

Insurance – Clerk Fair

Nothing to report

Presidents Report – Roger Walker

The battery on the portable speed limit sign isn’t working.

A Motion was made by Garmon and seconded by Young to purchase a solar conversion kit for the portable speed limit sign at the cost of $500.
