City of Clinton City Council met Jan. 3.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, January 3, 2023 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.

PUBLIC PARTICIPATION

Curt Ware addressed the Council regarding the article in the Journal on the Air BnB’s. He is the owner of his parent’s house now and he is remodeling it and wants to rent the house and then someday move back to Clinton and reside in that house. He stated the City Attorney talked about Lincoln only having Air BnB’s in the downtown district but there are three houses besides six apartments there. The City doesn’t have the right to tell people what they can or can’t do with their property. The City doesn’t know who owns a home and rents it out. The verbiage in the Journal was misleading. The Mayor and Commissioner Edmunds stated per the Zoning codes it is not allowed. The Council stated this is something new and they have to get all the facts and discuss, and it will have to go to Planning Commission if they decide this is something they want in the City. It is going to take time.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of December 20, 2022 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department was working on taking down the Christmas decorations.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported with the cold weather came quite a few water main breaks and people with frozen pipes. He stated you need to make sure your pipes are insulated if they are on an outside wall. He wanted to thank the Street Dept. for helping out with the water main breaks. He also wanted to thank City Attorney, Steve Myers for the great job he did for the City and it was a pleasure working with him and wished him the best on his retirement.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported the Council was given the pay study and they needed to read it and discuss it at the next Council meeting.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”
