Village of Lovington Board of Trustees met Jan. 9.

Here are the minutes provided by the board:

Call to order: President Roger Walker called the meeting to order at 6:00 p.m.

Pledge of Allegiance: Walker led the pledge of Allegiance.

Roll Call found the following trustees to be present: Brittany Bates, Mike Young, Todd Hale, Dennis Garmon. President Roger Walker, Clerk Alma Fair were also present. Mitchel Leinard and April Daily was absent. 6:06 pm Daily arrived.

Guests: NONE

Minutes and action of Village Clerk

1. Discussion and action on December 2022 invoices

A Motion was made by Garmon and seconded by Young to accept the December 2022 invoices as presented.

YEA: Bates, Young, Garmon, Hale

No: None

Absent: Leinard, Daily

MOTION CARRIED

2. Discussion and action on December 12, 2022, Regular Meeting minutes

A Motion was made by Garmon and seconded by Hale to accept the December 12, 2022, Regular Meeting minutes as presented.

YEA: Young, Garmon, Bates, Hale

No: None

Absent: Daily, Leinard

MOTION CARRIED

6:06 pm Daily arrived.

3. Discussion of the appropriation items

There was discussion on getting figure amounts for the appropriation in the different accounts that the trustees were responsible for. Clerk Fair will provide the rest of the figures and provide to the trustees for the next month’s meeting.

Treasurer’s Report

1. Discussion and action on December 2022 treasurer’s report

A Motion was made by Daily and seconded by Hale to accept the December 2022 treasurer’s report.

YEA: Daily, Bates, Young, Garmon, Hale

No: None

Absent: Leinard

MOTION CARRIED

Closed Session

Meeting of “The Mayor & Commissioners of a municipality organized under article 4 of the Municipal Code held to discuss matters, which relate solely to exercise their executive or administrative responsibilities.” 5 ILCS 120/2 Sec.2 (c) (2) deliberations on wages

It was decided that we not use closed session this month.

Department Reports

Police – Dennis Garmon

Chief Swisher requested employees have an option to get compensation instead of overtime for all full-time employees. 1 ½ hours comp time for each hour overtime up to 40 hours cap.

A Motion was made by Garmon and seconded by Daily to update ordinance 11-7-7 OVERTIME PAY (G) to change overtime to comp time up to banking 40 hours.

Garmon went over the incidences that the police reported to him.

Water Report – Todd Hale

Hale - Generator at the Water plant went down has been repaired. Sewer plant is being locked from 3:30 pm – 7:00 am. Using a new burn pile at the sewer plant. Meters that are not responding have been ordered so they can be replaced. He also reported on several other items.

Sewer Report – Mitchel Leinard absent

Park and Special Projects – Brittany Bates

Bates – Still getting quotes for updating the electric at the park. Bates asked if we want to have a ceremony to move the panther from the grade school to the front of the Village Hall and or where should it be placed. We will decide where place the panther and whether to have a ceremony or not when it is moved. It will be moved in the Spring. Garmon - the plaque at the park “Tom Conn Park” needs to be cleaned.

Bates – Suggested we sale part of the RR right of way on the East Side of town. But not the first section; from the Hammond Rd to 1200 Rd - She would still like to have a walking trail to the West from town to the river.

Note: Walker would like to put on the agenda for next month to sell the section Hammond Rd to 1200 Rd.

Streets and Alleys – Mike Young

Birkey’s has a program for Bulk Oil which will save us around $2.00 per gal on oil. To start with we would need to spend $2107.20 to get the bulk oil equipment. With free delivery.

A Motion was made by Young and seconded by Hale to enroll in Birkey’s Bulk Oil program at the startup cost of $2,107.20.

Young asked about the purchase of a new mower.

Note: Walker asked that it be put on the February agenda after Young gets the cost of a new mower.

Buildings and Grounds – April Daily

Gillis is getting bids on removing trees and removing stumps.

Daily asked what we have heard about the houses that have been condemned – Walker reported that the attorney has contacted the owners of the houses but we haven’t heard anything this last month. Daily will contact the attorney.
