City of Clinton City Council met Feb. 21.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, February 21, 2023 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger and Edmunds were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of February 7, 2023 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported the new garbage bids came in and there was some confusion in that one company bid a 1-year contract and one company bid a 4-year contract so Council consensus is to ask the company who bid a 4-year contract to give us a 1-year bid.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported Water Superintendent, Lloyd Francis had some surgery and is doing better, and the department is doing a good job while he is recovering. He stated he appreciated all the help from the other departments. He also wanted to commend all the people involved with the gas leak. They did a good job.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported that the gas leak was major and could have leveled that end of town, but all the departments worked together to get people out of their houses and taken to a shelter. Fire Chief Page stated they had mutual aid from several Fire Depts., Ambulances, City Police, County Deputies, the High School and Methodist Church opened for shelters, IDOT closed Grant St., they had twenty gas meters checking people’s houses to be able to re-enter them and this was all after fighting a house fire earlier so everybody worked together very well.

Police Chief Lowers had a letter of condemnation for Officer Patrick Cook for reporting the fire. He also introduced Jacob Franklin who was being promoted to Sergeant then the City Clerk swore him in.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Mayor Cyrulik and seconded by Commissioner Ballenger to approve the Cemetery Mowing Bid with LKM Mowing & Landscaping in the amount of $332,800.00 (4-year contract) and authorize the Mayor and City Clerk to sign the Contract. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Parks Mowing Bid with Camo’s Lawn & Landscape in the amount of $113,200.00 (4-year contract) and authorize the Mayor and City Clerk to sign the Contract. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to approve the Purchase of a Custom Thermal Aluminum Door for the Fire Dept. from Waters Construction in the amount of $6,600.00. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

NEW BUSINESS

On File – Contract Proposal/Encore Developmental Services for Ground Maintenance Work – $109,735.00 ($53,012.00 – 2023 & $56,723.00 - 2024) On File – 3 Year Proposal for Audit Services – Lauterbach & Amen, LLP – (Audit & TIF 2023 $35,290, 2024 $36,380, 2025 $37,470 and Single Audit 2023 $5,000, 2024 $5,200, 2025 $5,400)

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to hold a closed session for Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Wise and seconded by Mayor Cyrulik to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”
