City of Decatur City Council Nov. 6.

Here are the minutes provided by the council:

On Monday, November 6, 2023, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Ed Culp. Councilman Chuck Kuhle was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Daniel Ray Pickrel, Ruth Hibberd-Anderson, Emilye Grant, Linda Virgil, Jim Taylor and Abeer Motan.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the October 16, 2023, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Culp and on call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Council members responded to citizens’ comments regarding mental health.

This being the time set aside for Unfinished Business and there being none, Mayor Moore Wolfe called for New Business.

R2023-228 Resolution Authorizing Agreement with BlueCross BlueShield of Illinois for Administration of the City Group Health Benefit Plan for Calendar Year 2024, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2023-72 Ordinance Amending City Code Chapter 41.3 Downtown Parks, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Ordinance.

Council members commented on the overnight closure of the city’s downtown parks.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Councilman David Horn voted nay. Mayor Moore Wolfe declared the motion carried.

R2023-229 Resolution Accepting the Proposal and Authorizing the Execution of an Agreement for Professional Services for Phase II Schematic Design of the Transit Campus Master Plan with Richard L. Bowen & Associates, Inc., was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Resolution.

Ms. Lacie Elzy, Director of Transportation Services, answered questions from Council members regarding project funding.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-230 Resolution Authorizing the Purchase of a Crime Prevention Surveillance Trailer for the Decatur Police Department, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-231 Resolution Authorizing a Five-Year Lease Agreement Extension Between the City of Decatur and Flock Safety for LPR Cameras in the City Neighborhoods and Adjacent Thoroughfares, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Resolution.

Mr. Shane Brandel, Chief of Police, spoke about the success of the cameras and answered questions from Council members concerning camera upgrades.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-232 Resolution Accepting the Bid Price from Oak Brothers Tree Care & Removal, LLC for Tree Removal in Various Locations, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2023-73 Ordinance Amending City Code, Chapter 38, Stormwater Ordinance, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Ordinance.

Council members held a discussion on stormwater fees.

Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-233 Resolution Accepting the Bid and Authorizing the Execution of a Contract with A&R Mechanical Services, Inc. dba A&R Services, Inc. for the 2023 Storm Drainage Improvement Project, City Project 2023-30, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

Mr. Matt Newell, Public Works Director, gave an overview of the Resolution.

Upon call of the roll, Council members Ed Culp, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Councilman Cooper voted nay. Mayor Moore Wolfe declared the motion carried.

R2023-234 Resolution Accepting the Bid and Authorizing the Execution of a Contract with G & H Marine Inc. for the Lake Decatur Shoreline Stabilization Project, City Project 2023- 21, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Ed Culp, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Councilman Cooper voted nay. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through M. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read items A. through M.:

Councilwoman Gregory moved A. through M. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Councilwoman Gregory asked for a progress report on the city’s healthcare clinic and spoke about the lighting at Cobb and Park Place. Councilman Culp thanked the IBEW for the Christmas lighting in downtown Decatur.

With no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Regular City Council meeting be adjourned; seconded by Councilman Culp and upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 6:21 p.m.
