City of Clinton City Council met Nov. 7.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, November 7, 2023 at 7:00 p.m. Commissioner John Wise, presiding. On roll call, Commissioners Ballenger, Buchanan, and Wise were present. Vice President of the Council Edmunds was absent.

PUBLIC PARTICIPATION

Nate Ennis addressed the Council regarding the Clinton Festival of Trees on the Square. He stated this was something new and he hopes it grows over the years to come. On November 17th or 18th the Christmas trees will be delivered to the Square and whoever bought a tree to sponsor can start decorating after the trees are in place, and on Saturday, November 25th at 5:30 p.m. there will be a tree lighting ceremony. All the money raised this year will help with next year. The City will donate $2,000.00.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of October 17, 2023 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, and Ballenger voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, and Buchanan voted “Yes.”

PETITIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Vice President of the Council Edmunds was absent.

Lauterbach & Amen gave a Presentation to the Council regarding the City’s Audit.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported that Madison St. & Washington St. are near completion. The leaf pick-up has started, and the department will be working in zones. The citizens can go to the City’s website or Facebook page, and it will be posted daily what zone the crew is working in each day, or they can call City Hall. On November 20th the department will start picking up brush and this will be the last pick-up until March, unless there is a storm.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department has been busy doing locates for the fiber optic companies.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported another gas line was hit and they had a meeting with Ameren when a gas line was mislocated and it went well. The mowing crews have been busy, and everything looks good.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds was absent.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Demolition Bid for 216 E. Adams St. from Walkers Home Service in the amount of $167,000.00 and to authorize the Mayor and City Clerk to sign the Contract. On roll call vote, Commissioners Ballenger, Buchanan, and Wise voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the 2024 IML Risk Management Association Annual Contribution in the amount of $256,188.57. On roll call vote, Commissioners Buchanan, Wise, and Ballenger voted “Yes.”

NEW BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the Upgrade to the Door Entrance (handicap button) at City Hall from Assa Abloy in the amount of $3,093.00. On roll call vote, Commissioners Wise, Ballenger, and Buchanan voted “Yes.”

On File – Annual Levy – Levy Hearing will be on December 5th at 6:45 p.m. On File – Donation for the Festival of Trees on the Square - $2,000.00 On File – Purchase & Install a Server Rack/City Hall – JANO Technologies - $3,170.78

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to hold a closed session for Approval of Closed Session Minutes and Labor Issues/Negotiations. On roll call vote, Commissioners Ballenger, Buchanan, and Wise voted “Yes.”

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Ballenger, Buchanan, and Wise voted “Yes.”
