City of Clinton City Council met June 4.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, June 4, 2024, at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Wise, Ballenger and Buchanan were present.

PUBLIC PARTICIPATION

Seth Redington addressed council. Seth asked the council if the City paid for the Christmas party for all employees. Acting Mayor Edmunds said yes. Redington had a bill and asked for an explanation of those funds. Edmunds asked if it was paid for by the City or Volunteer fund. Redington said that’s why he was asking, where does the volunteer money come from. Edmunds said from the volunteers, fundraising money. Edmunds clarified that the volunteers pay $15 of their own money each month. Redington FOIA requested the policy on that, what it was for and how it was laid out and there is no record, if we could produce the records that show that that money goes to pay for that he would appreciate it. There were $40 worth of lottery tickets purchased, he wondered how tax money was spent or if it was tax money. Commissioner Ballenger said the Christmas party is paid for out of the meal fund, they get $15 per person every month. The lottery was used to purchase as a Christmas giveaway out of their money. Redington stated he wanted to know where that was laid out. Redington asked Commissioners Buchanan and Wise if a tree falls or if there is a main break if their employees get extra pay. They stated if it’s during work ours they aren’t paid extra. Redington thanked council for their time.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the public hearing and regular meeting of May 21, 2024 be approved as submitted. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”

Acting Mayor Edmunds reported June 14th is Flag Day, please fly your flag.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported City Wide Cleanup is July 1 through August 16th. We have some projects going on, engineering for Jackson Street and a section of White Street. Summer Maintenance will be starting at the end of July. The street around the nursing home will be resurfaced as it is deteriorating.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported Lloyd Francis has turned in his resignation for June 21st. We are working on a transition, along with talking with the EPA. Wise reiterated City Wide Cleanup is done through a voucher. If residents cannot get stuff to the landfill, we can work something out. Wise stated things with the water plant are moving forward.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported this week flowers will need to be picked up at the Cemetery. He has someone working community service hours that is getting work done at the Cemetery. Ballenger stated the bridge is still walkable. Public Works Director Steve Lobb stated that an engineering firm is evaluating the bridge, to see if it is on the historic register as are looking to see what can be done.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had City Administrator Taylor Baxter give an update on the elevator at City Hall. Baxter stated the current company is struggling to maintain it for us. We have reached out to another vendor for full inspection and will be giving a firm price on replacement. Attorney Hoblit is looking through the current contract.

UNFINISHED BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner wise to approve the MFT Summer Maintenance bids with Illiana Construction Company in the amount of $108,948.00. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve Groves PPE Extractor for the Fire Department from AE in the amount of $4,495.00. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”

Written motion was made by Acting Mayor Edmunds and seconded by Commissioner Ballenger to approve the donation of $10,000.00 to Celebrate Clinton for fireworks. On roll call vote, Commissioners Buchanan, Ballenger and Acting Mayor Edmunds voted “Yes. Commissioner Wise voted “No.”

Written motion was made by Commissioner wise and seconded by Commissioner Buchanan to approve iWorq Public Works Management Software Service Agreement in the amount of $13,000.00. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.”

Written motion was made to adopt Ordinance 1599, an ordinance authorizing vacation of an alley between the 1600 block of E. North Street and 1600 block of E. Washington Street between Fuller Street and Route 54 East. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”

On File – HVAC for Public Works Building Bids – Bratcher $13,500.00

On File – Contractual Purchase Agreement for Building Lot 6 - $33,500.00

On File – Contractual Purchase Agreement for Building Lot 7 - $40,000.00

On File – Ordinance Regarding Real Property To Go Out for Bid

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”
