Village of Warrensburg Village Board met June 17.

Here are the minutes provided by the board:

CALL TO ORDER: Acting Village President Hackl called the meeting to order at the Warrensburg Village Hall on Monday, June 17, 2024 at 5:30 p.m., reminding everyone the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Acting Village President L. Hackl, Trustees P. Hood, B. Netherton,

And K. Hood. Also present were Chief Wheeler, DPW T. Allen, Attorney Jankowicz & VAC Booth. Absent: Trustees Fisher and Freeman.

MAYOR’S COMMENTS: AVP Hackl thanked Jack-a-Slab for recently raising our Veteran’s Memorial on Main Street free of charge. He mentioned that they will receive some free promotion during Cornfest as a thank you to them.

AVP Hackl discussed Doolin Disposal possibly running 2 routes and adding recycling. They will come and speak to the Board when they have the details worked out.

AVP Hackl updated the Board on his discussion with Seth Flach regarding the water main Grant. The Village has been turned down for the Grant because we didn’t provide enough pictures and letters expressing the need for the Grant. We can reapply in the Spring and AVP Hackl stated that he will go door to door if necessary to ensure that we receive the Grant.

PUBLIC COMMENTS: None

NEW BUSINESS: None

ENGINEER: None

REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Netherton, seconded by Trustee K. Hood to approve the minutes of the June 3, 2024 regular meeting. Motion carried.

VILLAGE ADMINISTRATIVE CLERK: Trustee P. Hood moved and Trustee K. Hood seconded to approve the balance sheet, pay the bills and make the appropriate transfers for

June 17, 2024. VAC Booth discussed that we have several new bills such as the concrete for the sidewalk work and our auditor’s first installment payment along with the usual bills and monthly water transfers.

Roll Call Vote: Yes – Trustees P. Hood, K. Hood, Netherton and Hackl.

No – none. Motion carried.

VAC Booth also discussed the insurance checks for the recent storm damage. RMA will re-issue the check for the Police vehicle to Garner Autobody and the Village also received a check for $27,340.12 that will be deposited in the General fund and used to repair the various buildings.

FINANCE: Trustee P. Hood made a motion to donate $100 (from our video gaming fund) to the Warrensburg Sportsmen’s Club for the Fourth of July Fireworks. Seconded by Trustee K. Hood.

Roll Call Vote: Yes – Trustees Netherton, K. Hood, Hackl and P. Hood.

No – none. Motion carried.

BUILDING: Trustee Netherton updated the Board on the painting and repair of the maintenance shed. Mike Costello’s crew has been repairing all areas and have taken care of several areas free of charge.

POLICE: Trustee Fisher is still having back issues. A motion was made by Trustee Netherton to go into Closed Session at the end of the meeting to discuss the appointment, employment, compensation, discipline, performance or dismissal of an employee pursuant to 5ILCS 120/2 (c)(1). Seconded by Trustee K. Hood.

Roll Call Vote: Yes – Trustees Netherton, Hackl, P. Hood, and K. Hood.

No – none. Motion carried.

Chief Wheeler presented and discussed the 3 estimates for cleaning and painting the police building. Trustee Netherton made a motion to approve the estimate from Mike Costello in the amount of $18,600 to paint the police building, seconded by Trustee P. Hood.

Roll Call Vote: Yes – Trustees Hackl, P. Hood, Netherton and K. Hood.

No – none. Motion carried. Trustee Netherton will let Mike know that his workers can continue to work on the Village buildings.

SEWER: Trustee Hackl discussed some necessary work needed at the Sewer plant. An intergovernmental agreement will need to be made between the Village and the Township in order to get the work done. The Board directed Attorney Jankowicz to prepare an Ordinance for the next meeting.

Trustee Hackl also mentioned that the utility pole that is 35 feet from the road was accidentally hit by Mike Hall as he was working on the stage construction. AVP Hackl will contact Ameren to discuss the possibility of digging an underground trench for the electric to the Cornfest stage.

STREETS: Trustee K. Hood said that the sidewalk work is done and he is waiting on MFT paperwork.

WATER: Nothing

PUBLIC WORKS: DPW Allen mentioned that Key Labs will be closing their closest location to us soon and he is looking into other businesses to do the water testing.

DPW Allen also stated that the truck is finally fixed with the new transmission.

And they will be flushing the hydrants within the Village at the end of the month.

VILLAGE ATTORNEY: Attorney Jankowicz thanked the Board for excusing his absence due to recent hip surgery. He discussed Ordinance 802, an agreement with IPX Wood 423-201, LLC, for $10,000 in TIF funds. Trustee P. Hood made a motion to accept Ordinance 802, seconded by Trustee Netherton.

Roll Call Vote: Yes – Trustees P. Hood, Hackl, K. Hood and Netherton.

No – none. Motion carried.

Attorney Jankowicz discussed Ordinance 803, that deals with our purchasing policies and procedures. He requested that it be put on the agenda for the next Board meeting.

Attorney Jankowicz also discussed that it is time to adopt this year’s Appropriation Ordinance. He asked that it be put on the agenda to discuss the first meeting in July and to be adopted during the second meeting in July.

OTHER AND/OR OLD BUSINESS: None

Moved into Closed Session at 6:05 PM.

Reconvened to Open Session at 6:37 PM

Trustee P. Hood made a motion to hire Larry Brooks as a full-time Police Officer, contingent on passing all of the screenings and as discussed in Closed Session, seconded by Trustee Netherton.

Roll Call Vote: Yes – Trustees K. Hood, Hackl, P. Hood, and Netherton. No – None.

Motion carried.

Trustee Netherton moved and Trustee P. Hood seconded to adjourn. Motion carried.

The meeting adjourned at 6:38 PM

The next regular meeting will be on Monday, July 1, 2024 @ 5:30 PM.
