State Representative Regan Deering, along with other Republican colleagues in the Illinois House and Senate, has filed a lawsuit in Sangamon County court. The lawsuit aims to enforce the Third Readings Rule as required by the Illinois Constitution. This legal action highlights SB 328 as a primary example of what they claim is a violation of this rule.
SB 328 involves significant changes to Illinois' judicial system, allowing out-of-state businesses to be sued by out-of-state plaintiffs in Illinois courts, irrespective of where the incident occurred.
"Illinois Democrats ignore our Constitutional process time and time again," stated Rep. Deering. "The Three Reading Rule is not a suggestion, it is a constitutional mandate. Governor Pritzker has the chance to make this right and veto this egregious legislation before it becomes law. He owes it to all of Illinois to take action and avoid a constitutional violation that will harm job creators and working families."
The Third Reading Rule requires that a bill must be read into the official House record three times on separate days, undergo committee hearings, and allow adequate time for legislative review and debate before voting occurs. Republicans argue that Democrats frequently bypass this process.
"Every time the rules are ignored, the people of Illinois lose. If we don’t challenge this behavior, the Democrats will keep it up," concluded Deering.
Republicans urge Governor Pritzker to veto SB 328 despite its lack of an urgent deadline. They hope their lawsuit will prevent the bill from advancing further.
