City of Clinton City Council met June 17.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, June 17, 2025 at 7:00 p.m.
Motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve of Commissioner Edmunds to join the council meeting electronically via zoom. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”
Mayor Helen Michelassi, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan present.
PUBLIC PARTICIPATION
Doug Graves came before the council to speak regarding the bridge at the cemetery, as he seeks the bridge to be fixed.
Robert Kreitler came before the council asking about the updates regarding ordinance changes. Kreitler also called to question the EMA agreement on the agenda, Commissioner Edmunds commented, mentioning EMA covers services for the City of Clinton.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the minutes of the regular meeting of June 3, 2025 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.”
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”
PETITIONS
Will Paveleck from DeWitt County EMA, came before council to speak about the EMA agreement that is on the agenda. Will also spoke to the pre-exercise with Clinton Clean Energy Center that took place to practice the Illinois Plan for Radiological Accidents (IPRA). The full exercise will take place in July.
REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Michelassi asked Tony Harris, City Administrator to come forward, Harris reiterating the pre-exercise went well. Harris explained the no objectin letter to Rewild that is under new business to be voted on. He explained this is for the parcel on Revere Road only. Harris also explained the permit fee amendment, explaining the fees are being raised due to building inspector service fees.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported the South Jackson Street project is going well and to stay clear of the area. Buchanan also mentioned as a reminder City Wide Clean Up, with GFL will be from June 30 through August 8th, with one Saturday, July 5th. Vouchers available at City Hall.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported the mains have been flushed. The water tower out by the high school has been cleaned, they are looking to get insulation bids for this tower as well. Wise explained the million gallon tank on Center Street needs and inspection, which will be happening.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported with the Fourth of July, everyone needs to pay attention and be safe. They are still working on code compliance regarding property maintenance, and reminds everyone to be a good neighbor.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported closing entries have not been made for the end of the fiscal year, they are coming. Edmunds reported sales tax is up from last year as well as gaming tax being up around 6-7% from last year.
OLD BUSINESS
Written motion made by Commissioner Wise and seconded by Commissioner Ballenger to approve amending Ordinance 7-7-7 and 7-7-8: Planting and Care of Trees. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Michelassi voted “Yes.”
NEW BUSINESS
On File – S. Jackson Street Project Preliminary Engineering Supplemental Agreement - $14,997.54
On File – Lighting Package for Water Department Service Truck – Rahn Equipment – not to exceed $4,157.00
On File - Emergency Management Agency of DeWitt County Agreement - $15,000.00
Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve Clinton Lake Ducks Unlimited Yearly Raffle License. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve the Non-Objection Letter to ReWild for the Revere Road property.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve Amendment to Ordinance 12-11-7: Fee Schedule for Issuance of Permits. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Michelassi voted “Yes.”
