Village of Bethany Board of Trustees met July. 10.

Here are the minutes provided by the board:

The regular board meeting was called to order at 7:00pm by Village President Brian Gill. The following Trustees were present; Dave Doty, Jeannie Ruppert, Zakary England, Greg McLain, Karen Jeffers, and Gene Mueller.

A motion was made by Trustee Mueller to approve the minutes from the June 12, 2025, regular meeting, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

A motion was made by Trustee Doty to approve the “Statement of Income and Expenses”, seconded by Trustee England. Roll call taken, all ayes, motion carried.

A motion was made by Trustee Doty to approve the “Banks and Checks Journal”, seconded by Trustee Jeffers. Roll call taken, all ayes, motion carried.

Public – Mike Sweeney here on behalf of the Publisher. They are wanting to have their jeep run on September 20. He would like to do things the same as previous years. They would shut down the streets around 10:30 until about noon. He has filled out the Event Permit. Main St would be shut down from the tracks down towards the end of the business district and the side streets would be open.

Greg Gustafson Water Improvement Project Updates - SNC contractors are scheduled to continue the repairs next Tuesday. He will hand out an updated punch list for them. Commercial Electric training for the new generator at the wells will take place next week. The control panel at the water plant is now fully functional. He suggests monitoring the system as it has a one year warranty. Also has an updated punch list for them as well. A&R Services on the detention tank with the rock around it look great. The old well work came in under what Mr. Gustafson expected and it will be scheduled. The exhaust system for the chlorine room will need to be submitted for approval. Shannon Risley asked Mr. Gustafson to look at a drainage issue near the creek at Church and Oak St. He will be preparing something on this issue this fall.

Amending Gaming Ordinance in Regards to Visible Signage - President Gill has correspondence back from Ms. Meredith in regards to signage she could get from her suppliers. Trustee McLain stated that if the ordinance was going to be changed sizes needed to be stipulated and banners for special events needed a time limit. Trustees Jeffers mentioned that if an electronic sign were installed thoughts need to be mentioned. The Trustees discussed different options concerning this matter. Mr. Sullivan will do some research into this for next month.

Amending the Ordinance Violation Penalties - Mr. Sullivan asked questions dealing with ordinance fines. He asked the Trustees if they feel $100 is acceptable for a minimum fine amount. He did mention that the State Comptroller will also take unpaid fines from State tax returns. We use this program for unpaid, delinquent utility bills. Trustee Mueller made a motion to approve Ordinance #25-855 as presented, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

Establishing a New TIF District - No action.

Purchase of a New Mower for the Village - Manager Shannon Risley presented bids to the Trustees for a new mower. Bids were from John Deere and Sloans. The tractor, loader and 3pt hitch was $22,806.66. To get specific numbers and costs, this will be tabled until next month.

Employee Appreciation - with the business of the employees, this will be tabled until the Fall season.

Modification of Code Bidding Provisions - Mr. Sullivan dissected the current bidding ordinance as allowed by the State. He had copies for the Trustees to look at and the final changes will be ready for Ordinance approval next month.

With no other business to discuss a motion to adjourn was made by Trustee Ruppert and seconded by Trustee McLain. Voice vote taken, all ayes, motion carried. The meeting was adjourned.
