Village of Harristown Board of Trustees met July. 28.

Here are the minutes provided by the board:

The Village of Harristown Board of Trustees held their monthly meeting on July 28, 2025 at 185 N. Kembark St, Harristown, IL. Trustees Jamie Jackson, Jay Trusner, Kurt Terry, Jeff Eller, Kevin Vessels, April Bogan, Treasurer Teresa Acree, Budget Officer Rick Laskowski, Attorney Joshua Dubbelde, Clerk Penny Allen and Mayor Les Jenkins were present. The meeting was called to order at 6:30 pm, followed by the Pledge of Allegiance.

Adopt Meeting Agenda

Mayor Jenkins would like to move items 10A, presenting check to SV, behind the visitor portion and then move engineer section behind the visitor section. Motion by Trustee Trusner to adopt the meeting agenda with these changes. Trustee Vessel 2nd. Approved 6-0.

Approve Minutes

Correction EJ Water bill for $3,000 should show it was out of the Water Fund. Motion by Trustee Trusner to approve regular board meeting minutes from June 23, 2025 with above correction. Trustee Eller 2nd. Approved 6-0.

Visitors

Randy Phipps-from the City of Decatur. He discussed the “”Decatur Moves”” program starting August 11, 2025. This program will have a vehicle to pickup Harristown residents, that have a Decatur address, that needs a ride to Decatur, Mount Zion or Forsyth; they will also return. This will be from 5 am to 8 pm. This will be house to house pickup. Need to call at least 30 minutes before or best to do the day before.

Anthony and Ashley Dunn- Mr. Dunn stated he believes he is owed compensation for a tree he paid to have removed/cut up. He said it was $800 to cut down the tree and $200 for clean up. Mayor Jenkins advised him to leave the receipt with Treasurer Acree and this issue will be discussed.

Check presentation- Mayor Jenkins, along with Trustees, presented Mr. Field from SV school, a check for the primary school playground improvements.

Engineers Report

NPDES Elimination Program-project has been submitted to IEPA for funding. Received an agreement and will begin design. Potential to have entire project paid for. This is available for NPDES consolidation projects. This funding is FCFS.

MFT-resolution for moving forward with the MFT appropriation in the amount of $120,000. Motion by Trustee Trusner for Clerk Allen to sign the resolution for maintenance. Trustee Terry 2nd. Approved 6-0. Motion by Trustee Trusner for Mayor Jenkins to sign the maintenance cost. Trustee Vessels 2nd. Approved 6-0.

Service Line/Meter Replacement-should have application by end of month to re-apply for IEPA funding. Buckeye Connection-Engineer is going to run a hydraulic study for fire suppression.

Mayor’s Report

Check to SVTC Cheerleaders-a check was given to them earlier in the month. Mats are staying in Illiopolis.

Received letter regarding $1,000,000 for service line replacement. They are thinking this will make it thru the necessary steps to be approved.

Approve bills over $1,000

HD Tree Service $12,450.00 remove additional trees General fund

Greenfield $92,482.12 shipping/insurance Water Fund

Binder $1,600.00 faucets General Fund

Motion by Trustee Trusner to approve above additional bills. Trustee Vessels 2nd. Approved 6-0. Treasurer Report

Treasurer Acree discussed. Motion by Trustee Trusner to approve Treasurer report. Trustee Vessels 2nd. Approved 6-0.

Budget Officers Report

BO Laskowski discussed. Motion by Trustee Vessels to approve report. Trustee Eller 2nd. Approved 6-0. Old Business

SV Youth basketball donation-Request was so they could purchase new uniforms. Motion by Trustee Trusner to donate $4500 to the SV Youth Basketball league. Trustee Vessels 2nd. Approved 6-0. Pay this out of general fund.

Grocery Tax-Mayor Jenkins stated the state is dropping the 1% tax. He would like the Board to think about this and see if Village wants to impose one. Attorney will look at this also.

Closed Session Tapes to be deleted-Motion by Trustee Vessels to delete the following closed session minutes from the tape recorder: 1/24/2022, 8/28/2023, 10/23/2023, and 11/27/2023. Trustee Eller 2nd. Approved 6-0.

Indus TIF Discussion-Mayor Jenkins questioned the Attorney regarding the TIF for the growery if they are not done by their deadline, are we obligated to pay 90% on something that is not completed? Indus has to submit something in writing. An extension has already been granted to 8/31/2025.

Trustee Terry questioned the possible storage unit across from this location. Mayor Jenkins will check on this; he has not heard any updates.

Trustee Terry asked about the cameras for village hall/park. Mayor Jenkins will be talking to Comcast.

Public Works

Mr. Closs not present. There were four water leaks. Injured employee is back to work Zoning Officers Report-nothing to report

New Business

Kate’s Corner-Donavan Marshner just signed a contract to purchase the contents of this business and agreed to their TIF agreement for 4 years. He use to own the Blue Spoon. Mayor Jenkins will work on this.

Attorney

Trustee Eller questioned Dunn’s request for the reimbursement for the tree removal. Trustee Trusner does not think this tree was on village property. Mayor Jenkins will get with Jonathan Closs on this issue. Tabled

Motion by Trustee Trusner to adjourn. Trustee Eller 2nd. Approved 6-0.
