City of Decatur City Council met Aug. 18

Here are the minutes provided by the council:

On Monday, August 18, 2025, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp and Dennis Cooper. Councilwoman Lisa Gregory was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Tim Gleason attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe announced that the Resolution Authorizing Purchase of OpenGov Inc. Permitting and Licensing Code Enforcement Software Module was pulled from the Council agenda.

Mayor Moore Wolfe called for Appearance of Citizens.

The following citizens provided comments to the Council: Michael Leone, Abeer Motan, Ayn Owens and Kathy Williams.

Council members responded to citizens’ comments.

Mayor Moore Wolfe called for approval of the minutes.

The minutes of August 4, 2025, City Council meeting were presented. Councilman Culp moved the minutes be approved as written; seconded by Councilman McDaniel and on call of the roll, Council members Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

This being the time set aside for Unfinished Business and there being none, Mayor Moore Wolfe called for New Business.

Ms. Ruby James, Director of Finance, presented the Treasurer’s Financial Report.

R2025-234 Resolution Authorizing Payment to the Decatur Civic Center Authority for Operations and Janitorial Services, was presented. Councilman Culp moved the Resolution do pass, seconded by Councilman McDaniel.

Ms. Wendy Morthland, Corporation Counsel, gave an overview of the Resolution.

Upon call of the roll, Council members Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

City Manager Gleason presented the City Manager Update highlighting National Night Out and expressing gratitude to everyone who contributed to the event. He also discussed the formation of the Illinois Trafficking Enforcement group funded by Howard Buffett.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through N. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. Councilman Horn requested to remove Items B., C., D., and H. from the Consent Agenda Calendar. The Clerk read Items A., E - G. and I. - N.:

Councilman Culp moved Items A., E - G. and I. - N. be approved by Omnibus Vote; seconded by Councilman McDaniel, and on call of the roll, Council members Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2025-242 Resolution to Appropriate Motor Fuel Tax Funds for Restoration of Streets and Highways by Municipality under the Illinois Highway Code City Project 2025-08, Annual Street Restoration, Section 25-00508-00-FP, was presented. Councilman Culp moved the Resolution do pass, seconded by Councilman McDaniel.

Mr. Matt Newell, Director of Public Works, answered questions from Councilman Horn about how pavement conditions were evaluated.

Upon call of the roll, Council members Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2025-243 Resolution Accepting the Bid and Authorizing the Execution of a Contract with G & H Marine Inc. for the Lake Decatur Shoreline Stabilization Project, City Project 2025- 34, was presented. Councilman Culp moved the Resolution do pass, seconded by Councilman McDaniel.

Mr. Newell, Director of Public Works, answered questions from Councilman Horn about the stabilization process and location selection. He also answered questions from Councilman Cooper about the estimated lifespan of the project.

Upon call of the roll, Council members Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2025-244 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Culy Contracting LLC for 2025 Manhole Rehabilitation Project, City Project 2025-14, was presented. Councilman Culp moved the Resolution do pass, seconded by Councilman McDaniel.

Mr. Matt Newell, Director of Public Works, answered questions from Councilman Horn about the process used to determine which manhole covers require repairs.

Upon call of the roll, Council members Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2025-245 Resolution Authorizing Execution and Amendment of Home Repair and Accessibility Program PID#52600, was presented. Councilman Culp moved the Resolution do pass, seconded by Councilman McDaniel.

Ms. Lacie Elzy, Director of Economic and Community Development, answered questions from Councilman Horn about the number of roofs that could be replaced under the program. She also provided details on how residents could apply for the available grants.

Upon call of the roll, Council members Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business. There being no Other Business, Mayor Moore Wolfe called adjournment.

Councilman Culp moved the regular City Council meeting be adjourned, seconded by Councilman McDaniel and upon call of the roll, Council members Consuelo Cruz, Pat

McDaniel, David Horn, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:06 p.m.
