City of Clinton City Council met Sept. 2.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, September 2, 2025 at 7:00 p.m.

Motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve of Commissioner Edmunds to join the council meeting electronically via zoom. On roll call vote, Commissioners Buchanan, Ballenger and Mayor Michelassi voted “Yes.”

Mayor Helen Michelassi, presiding. On roll call, Commissioners Edmunds, Buchanan and Ballenger were present.

PUBLIC PARTICIPATION

Jessica Allhands addressed council to share a positive shift, she suggests recognizing residents who care for their homes through a program annually, through home ownership and community spirit. She also spoke to our downtown square as a business owner, Allhands welcomed all community members to focus on revitalization efforts for the square at Gather and Grace Monday September 15th at 6 p.m. which will be an hour long to share ideas or ways to be involved.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the minutes of the regular meeting of August 19, 2025 be approved as submitted. On roll call vote, Commissioners Buchanan, Ballenger, Edmunds and Mayor Michelassi voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds that the bills and payroll be approved, and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan and Mayor Michelassi voted “Yes.”

PETITIONS

None.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Michelassi reported the America 250 group will meet September 11th at 6:30 at City Hall. If anyone has questions, they can email Mayor Michelassi.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

None.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the passing of former Commissioner and Fire Chief Jerry Milton. Milton was Commissioner for 12 years and Fire Chief and served the fire department for 38 years.

Commissioner Ballenger reported an industrial fire over the weekend at Stericycle.

Ballenger reported Kiwanis Park is moving along, the playground is complete with the surface portion will be completed next. Commissioner Buchanan asked Ballenger about the Cemetery bridge, Ballenger said the decision would be up to council as to the next steps.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that Treasurer Clint Lichtenwalter had all reports to the Auditors, they would get to the field examination until November. Edmunds reported Clint has been through demo’s on municipal software.

OLD BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the SCBA Cylinder Purchase for the Fire Department from Air One Equipment in the amount of $9,275.00. On roll call vote, Commissioners Edmunds, Buchanan, Ballenger and Mayor Michelassi voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the Ordinance Authorizing the Sale of Excess Personal Property. On roll call, Commissioners Buchanan, Ballenger, Edmunds and Mayor Michelassi voted “Yes”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve Demotion bid at 204 W. Main Street with Lee Excavating in the amount of $20,900.00. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan and Mayor Michelassi voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve Demolition bid at 111 S Quincy with Furman Excavating in the amount of $12,500.00. On roll call vote, Commissioners Edmunds, Buchanan, Ballenger and Mayor Michelassi voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve Kone Subcontract Change Order for City Hall Elevator in the amount of $137,961.45. On roll call vote, Commissioners Buchanan, Ballenger, Edmunds and Mayor Michelassi, voted “Yes.”

NEW BUSINESS

On File -Exemptions for Vendors of the Apple & Pork Festival

On File - Façade Grant – 600 W. Side Square - $24,805.51

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the Line Laser 3900 Sprayer with Bead Kit for the Street Department from Diamond Vogel in the amount of $9,965.00. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan and Mayor Michelassi, voted “Yes.”

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Ballenger and Michelassi voted “Yes.”
