Regular Meeting Minutes

Call to Order

President Stephanie Guerrero called the Budget Hearing to order at 6:00 p.m. Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.

Hearing on the 2025-2026 School District Budget

Jeff Stahl moved and Matt Wood seconded the motion to open the hearing on the 2025-2026 school district budget. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Josh Hilbert moved and Martha Leeper seconded the motion to close the hearing on the 2025-2026 school district budget. Roll call vote: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Hearing Adjourned

Josh Hilbert moved and Matt Wood seconded that the hearing be adjourned at 6:03 p.m. All voted in favor. Motion carried. 

Call to Order

President Stephanie Guerrero called the September meeting to order at 6:03 p.m.  Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.

Administration

Also present: Superintendent Jonathan Field, Sangamon Valley High School Principal Kyli Burge, Sangamon Valley Middle School Principal Jonathan Downing, Sangamon Valley Intermediate School Principal Kristina Sommer, and Sangamon Valley Primary Principal Bethany Wellbaum.

Pledge to the Flag

Ms. Wellbaum led the group in the Pledge of Allegiance.

Visitors

President Stephanie Guerrero recognized and welcomed the visitors.  Visitors present were: Deana Moore,  Nathan McCarthy.

Nathan McCarthy made a presentation to the Board representing Solar on Earth.

Deana Moore addressed the Board regarding the International trip during the summer of 2027.

Executive Session

Jeff Stahl moved and Jessica Browning seconded the motion to enter closed session at 6:50 p.m. for the reasons stated on the agenda. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Closed Session Adjournment

Jessica Browning moved and Josh Hilbert seconded the motion to re-enter open session at 7:00 p.m.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Closed Session Minutes

Matt Wood moved and Josh Hilbert seconded the motion to accept the closed session minutes as read in closed session.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Resignation

Matt Wood moved and Lori Campbell  seconded the motion to accept the resignation of Alan Myers as Boys Middle School Track Coach effective immediately.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Resignation

Jessica Browning moved and Josh Hilbert seconded the motion to accept the resignation of Jennifer Phipps as an at-will benefitted bus driver effective immediately.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Employment

Jessica Browning moved and Matt Wood seconded the motion to employ Kevin Book as an at-will benefited bus driver effective immediately.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Employment

Martha Leeper moved and Lori Campbell seconded the motion to employ Elisabeth Conway as an at-will non-benefited bus driver pending background check.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Consent Agenda

Jeff Stahl moved and Matt Wood seconded the motion to approve the consent agenda as presented.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

IASB Update

Stephanie Guerrero told the Board there was no IASB update this month.

The Sentinel

Jessica Browning moved and Lori Campbell seconded the motion to renew The Sentinel subscription for the 2025-2026 school year for $21.00 per subscription. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

International Tractor

The motion to accept a bid on the 1961 International Tractor was tabled.

District Budget

Martha Leeper moved and Matt Wood seconded the motion to approve the 2025-26 school district budget as presented.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Activity Shuttle Pay

Matt Wood moved and Josh Hilbert seconded the motion to increase activity shuttle driver pay to $45.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

International Trip

Stephanie Guerrero moved and Lori Campbell seconded the motion to approve the 8-12 grade International Trip to Italy, Germany, and Switzerland during the summer of 2027 at no cost to the district.  All voted in favor.  Motion carried.

School Maintenance Grant

Matt Wood moved and Jessica Browning seconded the motion to allow the superintendent to apply for the FY25 School Maintenance Grant for the amount of $50,000 for parking lot repair work and tuckpointing throughout the district during the summer of 2026.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Solar on Earth

Martha Leeper moved and Jeff Stahl seconded the motion to enter into a 10 year agreement with Solar on Earth for Community Solar, pending contract approval. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Halloween Party

Lori Campbell moved and Jessica Browning seconded the motion to allow the Village of Illiopolis to hold its Community Halloween Party in the old gym at the middle school October 25, 2025.  All voted in favor.  Motion carried.

Christmas Festival

Stephanie Guerrero moved and Josh Hilbert seconded the motion to allow the Village of Illiopolis to hold its Christmas Festival on the Illiopolis Campus on December 13, 2025. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

Post Prom

Lori Campbell moved and Jessica Browning seconded the motion to allow Post Prom to use the Illiopolis Campus on May 2, 2026. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.

The next Regular Meeting is scheduled for October 15, 2025 at 6 p.m.

Jeff Stahl moved and Matt Wood seconded the motion that the meeting be adjourned at 7:50 p.m. All voted in favor. Motion carried.

Special Meeting Minutes

Call to Order

President Stephanie Guerrero called the special meeting to order at 5:30 p.m.  Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.

Administration

Also present: Superintendent Jonathan Field.

Matt Wood moved and Lori Campbell seconded the motion to bar Heather Brown from entering onto Sangamon Valley School District property and attending all co-op interscholastic athletic contests and other extracurricular events, whether home or away, without the prior written permission of the Superintendent for a period of one year from September 17, 2025, through and including September 17, 2026. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.  All voted in favor.  Motion carried.
