City of Clinton City Council met Oct. 7.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, October 7, 2025 at 7:00 p.m.
Motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve of Commissioner Edmunds to join the council meeting electronically via telephone. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”
Mayor Helen Michelassi, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan were present.
PUBLIC PARTICIPATION
None
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of September 16, 2025, be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the bills and payroll be approved, and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Michelassi announced the next America 250 meeting will be on October 27th at 6:30 in the council chambers at City Hall. Mayor Michelassi asked City Administrator Harris to come forward, Harris spoke about an encroachment at Mr. Singh’s property on the north side of the square regarding his air conditioning units. Council agreed that the fire escape stairs could be removed, and the exhaust fan could be moved to the north of the building.
Harris along with Curt Homann from DCDC introduced Dan Coletta and Tim Wymer with Meyer Utility Structures. Coletta and Wymer presented council with the Meyer Utility Structure presentation announcing the plant establishment in Clinton.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported leaf pick up will resume at the end of the month, as it is weather dependent. For now, collect them in bags for pick up.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported the million-gallon tank and EPA inspections are coming. Commissioner Wise said they are working on a new main with new materials with high hopes as it is the way for the future.
Commissioner Wise commended Scott Baum for his work in our community.
Commissioner Wise commended Paul Skowron from Warner Hospital and Health Services for their care and extended his gratitude to the staff. Commissioner Buchanan expressed his support of the hospital as well.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported there is a burn ban, consideration will be taken over the weekend to lift the ban.
Commissioner Ballenger reported the Michael J. Reidy park has been filled with kids playing, he asks that the public pick up after themselves.
Commissioner Ballenger gave credit to the fire department for their hard work over the last several weeks with local events going on.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds had no report.
OLD BUSINESS
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Metro-Ag Contract for the Lime Lagoon Cleanout. On roll call vote, Commissioners, Buchanan, Wise, Ballenger, Edmunds and Mayor Michelassi voted “Yes”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Ordinance adopting New International Building and Residential Codes. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Michelassi voted “Yes”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve Kone Change Order 2, City Hall Elevator in the amount of $2,384.00. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes”.
On File – Dump Truck – Water Department – Landmark Ford (cab & chassis) $75,352.82 & Rahn Equipment (dump body, hydraulic system and light package) $40,051.52

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Ballenger and Michelassi voted “Yes.”
