Mt. Zion Board of Trustees approves police vehicle purchase

Mt. Zion Board of Trustees met Tuesday, Jan. 3.

Here are the minutes as provided by Mt. Zion:

VILLAGE BOARD OF TRUSTEES MEETING MINUTES January 3, 2017

Mayor Wells called the Meeting of the Mt. Zion Village Board of Trustees to order at 5:15 p.m. in the Village Hall Board Room. The following Board Members were present for roll call: Mike Mose, Ron Johnson, Shane Mendenhall, Donna Scales, Vickie. Marshall, and Kevin Fritzsche. Also present were Village Administrator, Julie Miller, Director of Public Works, Chad Reynolds, Chief of Police, Adam Skundberg, Director of Parks and Recreation, Judy Roessler, Village Treasurer, Corey McKenzie, and Village Clerk, Dawn Reynolds.

Pledge of Allegiance

Public Forum: Seven (7) people were present. No one wished to address the Board at this time.

Consent Agenda. A motion was made by Trustee Fritzsche to approve the Consent Agenda as presented, seconded by Trustee Johnson. A breakdown of Fund Warrants for the period ending December 19, 2016 and January 3, 2017 is as follows: General Fund - $102,266.55, Convention Center - $3,768.39, Motor Fuel Tax Fund - $5,754.75, Water Revenue Fund - $112,630, 13, and Sewer Revenue Fund - $24,496.39. A roll call vote was taken: Mose-yea, Johnson-yea, Mendenhall-yea, Scales-yea, Marshall-yea, and Fritzsche-yea. Motion carried 6-yea, 0-nay, 0-absent.

Discussion and Approval of an Agreement for Water Service for Property Located Outside the Village of Mt. Zion Corporate Limits - Kraft Road - Eric Hull. Administrator Miller presented a pre-annexation agreement between the Village of Mt. Zion and Eric Hull for 10 acres he recently purchased on Kraft Road. Mr. Hull plans to build a house and would like water from the Village of Mt. Zion. Per Village ordinance, water customers outside the corporate limits must sign a pre-annexation agreement and pay 1% times the water rate. If approved, the agreement will be recorded with the Macon County Recorder's Office and will stay with the property, not the owner. If the property becomes contiguous to the Village's corporate limits the property will automatically be annexed into the Village of Mt. Zion. Also, if approved a water permit and inspections will apply for new water service.

A motion was made by Trustee Scales to approve the attached Agreement for Water Service for Property Located Outside of the Village of Mt. Zion Corporate Limits, Illinois Corporate Limits and to Annex Said Property when the Property Becomes Contiguous to the Village of Mt. Zion as presented, seconded by Trustee Marshall. A roll call vote was taken: Mose-yea, Johnson-yea, Mendenhall-yea, Scales-yea, Marshall-yea, and Fritzsche-yea. Motion carried 6-yea, 0-nay, 0-absent.

Reappointment and Confirmation of David Beasley, Robert Kistenfeger and John Anderson to the Board of Fire and Police Commissioners: Mayor Wells presented for Consideration the re-appointment of David Beasley for a 3 year term ending December 31, 2019, Robert Kistenfeger for a 2 year term ending December 31, 2018, and John Anderson for a 1 year term ending December 31, 2017 to the Board of Fire and Police Commissioners. All three gentlemen currently serve on the Board and have agreed to continue to serve as commissioners. The above terms are required by Village ordinance.

A motion was made by Trustee Fritzsche to approve and confirm David Beasley, Robert Kistenfeger and John Anderson to the Board of Fire and Police Commissioners as presented, seconded by Trustee Mose. A roll call vote was taken: Mose-yea, Johnson-yea, Mendenhall-yea, Scales-yea, Marshall-yea, and Fritzsche-yea. Motion carried 6-yea, O-nay, 0-absent,

Discussion and Approval of Request to Purchase a 2017 Police Interceptor under the State of Illinois Government Purchase Program: Chief Skundberg presented for consideration an annual request to purchase a 2017 Ford Explorer. Each year the department rotates out an older Impala vehicle after the purchase of a new vehicle due to high mileage and usage. The Ford Explorers have required less maintenance than the Chevrolet Impalas. The average life span for police vehicles has been 7 years.

A motion was made by Trustee Mose to approve and authorize the Police Chief to purchase and execute all related documents for a 2017 Ford Explorer Police Vehicle in the amount of $27,739.00 under the State of Illinois Government Purchase Program as presented, seconded by Trustee Marshall. A roll call vote was taken: Mose-yea, Johnson-yea, Mendenhall-yea, Scales-yea, Marshall-yea, and Fritzsche-yea. Motion carried 6-yea, O-nay, 0-absent.

Discussion and Approval of Request to Purchase Two John Deere Z97ORZero-Turn Mowers: Administrator Miller presented for consideration a request from Director of Public Works, Chad Reynolds, to purchase two John Deere Z970R Zero-Turn mowers from Sloan implement. The purchase included a trade in of a Kubota ZD331 Zero-Turn mower for $6,700.00 and a Kubota ZD221 Zero-Turn mower for $4,200.00, plus a maintenance plan for each new mower of $550.00 per year, for a total of $15,100.00. The new mowers were included in the November 2016 budget presentation.

A motion was made by Trustee Mose to approve and authorize the Director of Public Works to purchase and execute all related documents for two John Deere Z970RZero-Turn Mowers with maintenance plans in the amount of $15,100.00 as presented, seconded by Trustee Johnson. A roll call vote was taken: Mose-yea, Johnson-yea, Mendenhall-yea, Scales-yea, Marshall-yea, and Fritzsche-yea. Motion carried 6-yea, 0-nay, 0-absent.

Administrator & Staff items: Director Roessler reported that tickets are now available for the February 11, 2017 Valentine/Dueling Pianos event.

Chief Skundberg reported that Lucas Bray is a new officer for the Mt. Zion Police Department.

Director Reynolds reported that the Public Works Department repaired a couple of water main breaks around the Christmas holiday and the saltisand supply has been replenished.

Mayor & Trustee items: Trustee Fritzsche congratulated Clerk Reynolds on receiving her Certified Municipal Clerk Certification.

Mayor Wells commended Public Works on snow and ice removal, and congratulated Clerk Reynolds on receiving her Certified Municipal Clerk Certification. Wells also invited Steve Borgic to the front of the room to present him with a thank you for his dedication, expertise he has brought to the Public Works Department, and the countless dollars saved through his service to the Village of Mt. Zion.

Adjournment. A motion was made by Trustee Johnson to adjourn the January 3, 2017 Village Board meeting, seconded by Trustee Fritzsche. A voice vote was unanimous, motion carried. The meeting was adjourned at 5:34 p.m.
