Village of Lovington Regular Board met July 12.

Here is the minutes provided by the Board:

Call to order: President Roger Walker called the meeting to order at 7:02 p.m.

Pledge of Allegiance Walker led the Pledge of Allegiance.

Trustees present were: Doug Smith, Pam Anklam, Dennis Garmon, Jim McMahan and April Daily. President Roger Walker, Clerk Alma Fair and Treasurer Michele Martina were also present.

Guests: The following guests were present: Jake Kamm and Brenda Wood. Those requesting to speak were Jake Kamm

1. Jake Kamm - Will need Al Best Drive closed at 9 or 10 am in preparation for the Fireworks that night. He will also need to place a couple of small barricades at the ball diamond in case they need to rope off more area. The Fire Department will have a truck there and Daily reported an ambulance would also be there. 2. President Walker recommends Brenda Wood to fill his trustee term which as two years left.

A Motion was made by Garmon and seconded by Anklam to accept the recommendation of Brenda Wood as trustee to fill the seat vacated by Walker.

Minutes and action of Village Clerk

1. Discussion and action on May 2017 invoices

A Motion was made by McMahan and seconded by Anklam to approve the May 2017 invoices as presented.

Treasurer’s Report

A Motion was made by McMahan and seconded by Anklam to approve the May 2017 treasurer’s report as presented.

Department Reports President’s Report and Buildings and Grounds Report Walker reported on the town wide cleanup; all five trucks where full and they didn’t have room for all of the items that were put out for pickup. The Village has a dumpster behind Lester’s building so if anyone needs put items in it they may. It will be there for 2 weeks.

Walker stated that he would like to have planning and discussion meetings possibly two weeks before the regular board meeting or quarterly or every other month. Anklam asked about having committee meetings, Walker said that he was afraid we would discuss it all again. He would like to have some feedback. Garmon and Daily thought it was a good idea. Smith and McMahan is willing to try it. Almost all communities around have more than one meeting in a month.

Walker contacted the grant writer mentioned last month and they finally got back with him. They would like to have a day meeting if possible and will get back with Walker on a possible date and time. Most trustees stated they would be able to get off work to attend if they know ahead of time. Walker will see what they say when they get back with him. He asked who they use to write the grants and they use an engineering firm from Effingham. They stated that there are all kinds of grants available.

The Port-a-Pots have been ordered for the Fireworks.

Water and Sewer Report McMahan the testing at the sewer plant has been done and all levels were good.

Parks and Special Projects Garmon reported that park rec went well. The merry-go-round has been removed and he will look at a place to relocate it in the park. He will also see what shape it is in. The Jungle Gym slide broke and he and Roland are trying to contact the company for a replacement.

Roland has trimmed a couple of the trees at the park and the sidewalk will be edged this week.

Buildings and Grounds Nothing to report

Police Anklam reported that the police have been issuing tickets for ordinance violations. Anklam then presented a copy of an ordinance that Arthur has adopted. She would like to send to our attorney to write a local ordinance similar to the one Arthur has so that the money collected from fines for possession of cannabis and drug paraphernalia would be our money instead of the state’s.

A Motion was made by Anklam and seconded by Garmon to send the ordinance copy to the attorney for preparing it for us.

Fair will get it to the attorney tomorrow.

Walker would like to see the tickets that were issued for violations so that he will know what is going on. He also would like to know if an employee is taking off work for any reason. Anklam stated that there will always be a schedule in the President’s packet for the police department. Daily said there needs to be a calendar for the other employee’s mark when they wish to have vacation. McMahan stated there already is a calendar at the garage for them to mark for their vacations.

There was more discussion and then it was decided that this will be discussed at one of our planning committees.

Streets and Alleys Smith reported there are a total of six trees that need to be cut down in town. Four on the corner of W South and S Logan street for $1,000.00 from Whispering Pines. The other two trees are on State street; one across from the Village garage and one at Harold Whites – it was struck by lightning. For all six to be cut down it will cost $2250.

Patch has been ordered and is here.

We have a small 380 Case tractor that we might need to sell. Smith had it appraised at $5400; there are several attachments that go with it. A Motion was made by McMahan and seconded by Smith to place the 380 Case tractor and attachments for sale.

Garmon will get pictures and information and then determine what price to sale them for.

Insurance Daily reported that after sending the serial number to insurance company for the new lawn mower the paint started coming off. A second one came and on using it the first time the hydraulic came apart. It has since been fixed and seems to be working okay. She now needs to get the new serial number for the insurance company. The lettering has been installed on all of the Village trucks.
