City of Clinton City Council met September 4. 

Here is the minutes as provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Tuesday, September 4, 2018 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger and Edmunds were present. Commissioner Crang was absent.


Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of August 20, 2018 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

Petitions and Communications

Seth Redington addressed the Council regarding the Fire Training Facility. He stated he had written a letter to the City of Clinton regarding some work being done on City property. The City responded that it wasn’t a City project it was the Volunteer Firemen. He also stated that the Street Dept. did some work on the property to get it ready. His questions to the Council were:

      1. The structure being built: Who designed it? Who approved it? Who engineered it? Who has the credentials to do that? That work is being done on City property so I assume it is on the City’s insurance? Will that be a City owned building when it is finished?

      2. Commissioner Ballenger turned that work out to United Millwright in Decatur, which was his place of employment so he was giving the bid, receiving the bid and scheduling the work to be done so isn’t that a conflict of interest?

      3. Why was a City Firetruck taken to that facility and doing the work and not being paid prevailing wage? It doesn’t look right. Those were his questions and he would like a response in writing to his questions.

The Mayor stated the City Attorney will look into the questions and respond.

Report from the Department of Public Affairs

Mayor Cyrulik read the National Suicide Prevention Awareness Month Proclamation.

Report from the Department of Streets & Public Improvements

Commissioner Crang was absent.

Public Works Director, Steve Lobb reported that the Square Project was going well and should be done in the next few days and the summer maintenance is winding down and the department will start the fall work soon.

Report from the Department of Public Property

Commissioner Wise asked Commissioner Ballenger some questions about the fire training facility as to where they had to go for training previously and was told Champaign. The citizens of Clinton made donations and it was used for the fire training facility and surrounding towns will also use it. He also reported that the water meter replacement project is going well and the filters have all been changed at the Water Treatment Plant.

Commissioner Ballenger had no report.

Report from the Department of Accounts & Finances

Commissioner Edmunds had no report.

Unfinished Business

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the following applications for exemption to the Peddlers, Itinerant Merchants and Solicitors Ordinance for the Apple-n-Pork Festival: Clinton Antique Mall, Clinton Area Farmers & Artisans Market, Clinton Presbyterian Church, Country Junction, DeWitt County Museum, Flower Corner/Country Church Craft Mall and Vespasian Warner Public Library District. On roll call vote, Commissioners Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to approve the Design Build Contract for the Kleemann Road Repairs from Farnsworth Group Inc. in the amount of $22,680.00. On roll call vote, Commissioners Ballenger, Edmunds, Wise and Mayor Cyrulik voted “Yes”.

New Business

On File – Settlement & Release Agreement – Mach 1 - $4,388.55

Adjournment

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to adjourn the meeting. On roll call vote, Commissioners Edmunds, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
