Village of Warrensburg Village Board met Aug. 6.

Here is the minutes provided by the Board:

CALL TO ORDER: Mayor C. Maloney opened the meeting at the Warrensburg Village Hall on Monday, August 6, 2018 at 6:00 p.m. reminding those in attendance that the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Mayor C. Maloney, Trustee L. Hackl, Trustee J. Oakley, Trustee F. Musick, Trustee K. Musick and Trustee D. Fisher. Also present were Director of Public Works D. Hadley and Village Administrative Clerk S. Brown. Absent were Trustee R. Ewing and Attorney J. Jankowicz.

MAYOR’S COMMENTS: Mayor Maloney stated the reason Atty Jankowicz was not in attendance but he intended to be at the next meeting on August 20. Mayor Maloney was not going to give a detailed report on the Corn Festival as Chairman Tim Hoffman will be at the next meeting. But he did want to state it was very well attended. The numbers were higher than expected and revenue was better than anticipated.

PUBLIC COMMENTS: Betty Underwood asked about the intersection of Route 121 and E. North St and asked who was responsible for the corner as visibility looking South toward Decatur was not good at this time. Mayor Maloney mentioned that the State says it’s County property and the County says it’s State. He did ask about spraying the area and since it’s a waterway/ditch, that is not advisable. The State said they’d check into taking care of it.

Harold Hawkins asked if the Corporate Limits stated in the proposed Special Area Services Tax issue included Illini precinct. He also asked how the 51% required on the petition would be met. Mayor Maloney stated it would be reviewed by the Village Attorney as well as the County Clerk.

Phil Marquis asked about the water report that was delivered door-to-door in June. He asked since the electronic meters were installed in an effort to cut costs, why were employee resources used for this manual process? Wouldn’t there be a better use of their time such as clearing out water ways and culverts? DPW Hadley stated it was his discretion to assign employee duties.

Trustee K. Musick wanted to make a comment in regards to the Special Area tax and that residents should compare the portion of the property taxes going to the Village and other districts such as School District.

Phil Marquis also asked about the funds received from the Wind Turbine farms and why it couldn’t be used for dispatching services instead of increasing taxes.

NEW BUSINESS: None. Mayor Maloney asked that the Foreclosed/Abandoned/Vacant Property Registration Form be tabled until the August 20 meeting.

REVIEW/APPROVAL OF MINUTES: Minutes of the regular session meeting of July 16, 2018 were presented for review. Motion by Trustee J. Oakley, seconded by Trustee L. Hackl to approve the July 16, 2018 regular session minutes as corrected. Upon voice vote, motion carried. The June 18 closed session minutes will be presented at the next meeting when the attorney is present.

VILLAGE ADMINISTRATIVE CLERK: Village Administrative Clerk S. Brown presented the bills, balance and transfers sheet for the July 16, 2018 board meeting for review. She stated the only transfer which will need to be made is to move MFT IL funds to our bank, which is normal this time of year. Motion by Trustee K. Musick, seconded by Trustee J. Oakley to accept the balance sheet, pay the current bills and make the transfer as presented. Upon roll call vote, the trustees voted as follows – Yes: Trustees F. Musick, D. Fisher, L. Hackl, J. Oakley, K. Musick. Motion carried.

ENGINEER: DPW Hadley talked with the engineer today and they are planning for the oil/chip process to begin, possibly this week. The micro-surfacing should begin next week.

WATER: DPW Hadley stated they had put new wire in for the pump and when they turned the pump on, it was still faulting out and shutting off. Checked the pump and it was ok. The engineer is going to check if the variable speed drive is still under warranty. Trustee Oakley asked what the next step was and it’s basically in the hands of the engineer.

BUILDING: Nothing. Mayor Maloney had an updated report from Jim Stapleton on the apartment complex on E. North St and they have made little or no progress. Mayor Maloney will be sending a 2nd letter advising them it is a final notice and if no action is taken, we will begin legal proceedings, which means evacuating the property until in compliance.

Jim Stapleton also reported to Mayor Maloney that he had inspected Diamond Apartments on West St and they are in good shape.

FINANCE: Trustee K. Musick is going through the accounts/line items and some items are already over budget. She will be asking the items be looked into to see if they need to be coded differently.

STREET: Trustee Oakley mentioned there had been a large hole on N. Main Street at 121 and even though it was on State land, they were ok with the Village repairing it.

He mentioned IDOT safe routes infrastructure projects (funded almost 100% by the State) which had been sent out by the engineer. He has reached out to the school superintendent since they will have to support the project and submit some of the paperwork. She was in favor of the project. He especially mentioned North St and how the majority of the traffic to/from the schools goes this route and sidewalks don’t go all the way to the schools. The application deadline is November 19. Mayor Maloney mentioned we may be able to reach out to former Representative Adam Brown to utilize his contacts.

The committee had met to attempt to develop a multi-year plan for streets/sidewalk work. Trustee K. Musick asked if anything had been discussed as to putting some of the street equipment inside a building instead of letting it sit outside and rust.

Trustee Hackl asked what could be done to stop people from driving over the sidewalk near Main & Main or parking on the sidewalk. Several suggestions were made.

POLICE: Nothing.

Chief Wheeler presented the July monthly report. He estimates the next bill for the CIRDC, based on last year’s rate should be around $9,000.00. Chief Wheeler stated he had talked with the dispatch manager and she would be willing to come to a board meeting.

Chief Wheeler stated the department had also participated in the Speed Awareness Day on July 25th. 25 traffic stops were made resulting in 7 tickets and 18 warnings.

SEWER: The Cenex owner had given permission to Leland Hackl to remove the signs which were hanging or blowing around. He will also clear out some of the trees/brush around the property. Mayor Maloney mentioned that the abandoned vehicle could also be moved with the property owners’ permission.

Trustee Hackl mentioned the possibility of surveillance cameras being installed at the sewer and water plants. Some people had cut into the fence, entered the property and attempted to steal wire from the tower on the property.

VILLAGE ATTORNEY: The smoking and tobacco delivery ordinance is being worked on and should be presented at the next meeting.

DIRECTOR OF PUBLIC WORKS: Nothing.

OTHER AND/OR OLD BUSINESS: Nothing.

Motion by Trustee L. Hackl, seconded by Trustee D. Fisher to adjourn. Upon voice vote, motion carried unanimously.

Mayor Maloney adjourned the meeting at 7:20 p.m.
