Blue Ridge Community Unified School District 18 Board met September 21.

Here is the minutes provided by the board:

I. Call to Order

Board Vice President, Dale Schneman called the meeting to order at 7:29 a.m.

II. Roll Call

Board Members present were Curt Homann and Dale Schneman.

III. Discuss Employee Health Insurance for Next Calendar Year

Brian Loman presented claims information for 2018, to date. BR had a net loss ratio of $137%. The goal is 89-90% of premium cost. BR will move from Tier 2 school to Tier 3, resulting in a 10% increase. The IERMP has had several significant claims as a whole, so the general membership of the insurance cooperative will experience an increase of 11.9 to 12%. BR will have both increases for an expected total increase of 22%, effective January 1. 2019. Mrs. Wilson presented information on the impact to BR employees. The collective bargaining agreement provides that the district pays increases in premium up to 110% of the previous year’s premium. Any cost above that number would be subtracted from the HSA contribution first before reducing the amount paid for the actual insurance premium. The district office will make these calculations and send out information to the insurance committee. Members of the insurance committee may present the information on the increase to their constituents.

Brian Loman provided information on the Healthiest You app. This app is at no cost to BR employees. The app saves a trip to convenient care or office visit and also can provide users with actual prescription costs from area pharmacies for comparison shopping. Mrs. Wilson will work with the building principals to schedule presentations for their staff to learn more on the Healthiest You app.

2019 will be the 3rd year of our 3-year commitment with IERMP for health insurance. In 2019 we will need to discuss whether to continue with IERMP or go out for health insurance bids for 2020.

Employees who turn 65 may choose to stay on the district’s insurance but would not be eligible to receive HSA contributions. If an employee chooses to leave the district’s insurance and go with Medicare, the spouse may want to choose other insurance coverage. Employee who will be turning 65 should contact Loman-Ray for options about 6 months prior.
