Moultrie County Board met Oct. 11.

Here is the minutes provided by the board:

The Moultrie County Board met on Thursday, October 11, 2018 in the County Board Room, Second Floor of the Moultrie County Courthouse. Chairman McCabe called the meeting to order at 7:00 p.m.

Opening Prayer by Dave McCabe.

The Pledge of Allegiance was said.

Roll Call was taken, with the following Board members present: Dave McCabe, Neil Bryan, Tim Rose, Arlene Aschermann, Kevin McReynolds, Gary Smith and Mike Barringer.

Absent: Todd Maxedon and Billy Voyles.

There were 22 people in attendance, which included 7 Board members and County Clerk Georgia England.

Minutes: Bryan moved to approve the August 9, 2018 County Board meeting minutes.

Barringer seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Unfinished Business: None

Appointments by County Board Chairman: McCabe moved to appoint Sam Scott and Tim Henderson to the Ethics Commission Board. Bryan seconded said motion. McCabe stated that the Ethics Commission Board is made up of 3 members, 2 from one political party and 1 from the other. Scott and Henderson are both Republicans. Originally Hollie Atchison was to be named; however, she declined the appointment. McCabe said that Kenny Ruff from Lovington would be appointed in November and would represent the Democrat party. Motion passed by unanimous roll call vote. (7 yes, 0 no)

NEW BUSINESS:

FINANCE COMMITTEE (Interim Chairman McCabe)

Committee met October 10, 2018.

McCabe moved to approve the Treasurer’s Report for the month of September. Barringer seconded said motion, which passed by roll call vote. (7 yes, 0 no)

McCabe moved to ratify the Collective Bargaining Agreement with Correctional Officers, effective December 1, 2018 through November 30, 2021. Bryan seconded said motion, which passed by roll call vote. (7 yes, 0 no)

McCabe moved to keep the ESDA Director’s salary at $30,658. Smith seconded said motion, which passed by roll call vote. (6 yes, 1 no with Bryan having voted no)

McCabe moved to increasing the Chief Deputy Treasurer’s salary an additional $1,000 in addition to the $1,500 as approved for all employees in September. McReynolds seconded said motion, which passed by roll call vote. (5 yes, 2 no with Barringer and Bryan having voted no)

McCabe moved to increase mileage reimbursement from $.45 to $.50 per mile. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 0 no)

McCabe moved to donate $500 to the Moultrie County Interagency Council. Aschermann seconded said motion. Barringer stated that he did not think the County should use taxpayer’s money for a donation. Motion passed by roll call vote. (4 yes, 3 no with Barringer, Bryan and Rose having voted no)

McCabe moved to approve FY 2019 Tentative Budget, which will then be placed for public viewing in the County Clerk’s office. Smith seconded said motion, which passed by roll call vote. (7 yes, 0 no)

LEGISLATIVE COMMITTEE (Chairman Rose)

Committee did not meet.

Rose moved to appoint the following Drainage Commissioners with terms expiring the first Tuesday in September 2021.

John C. Yoder Lowe DD #2 (Appointment: L-8)

Daniel L. Gingerich Lowe DD #5 (Appointment: L-9)

R. Dennis Miller Lowe DD #7 (Appointment: L-10)

BUILDING & GROUNDS COMMITTEE (Chairman Smith)

Committee did not meet.

ROAD & BRIDGE COMMITTEE (Chairman McReynolds)

Committee met October 2, 2018.

INSURANCE COMMITTEE (Chairman McCabe)

Committee did not meet. No motions

PLANNING, ZONING & LAND USE COMMITTEE (Chairman Maxedon)

Committee did not meet. No motions.

PUBLIC HEALTH, SAFETY & WELFARE COMMITTEE (Chairman Aschermann)

Committee met October 3, 2018. No motions.

PERSONNEL COMMITTEE (Chairman Voyles)

Personnel Committee did not meet. No motions.

GIS STEERING COMMITTEE (Chairman McReynolds)

Committee met September 27, 2018.

McReynolds moved to approve agreement for sale of GIS to Core Logic with addendum in the amount of $5,985. Bryan seconded said motion, which passed by roll call vote. (7 yes, 0 no)

OTHER NEW BUSINESS

McCabe moved to appoint Ed Flynn as legal counsel for the Ethics Commission of

Moultrie County. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 0 no)
