City of Decatur City Council met Dec. 3.

Here is the minutes provided by the council:

On Monday, December 3, 2018, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber and Lisa Gregory were present. Mayor Julie Moore Wolfe declared a quorum present.

Interim City Manager Billy Tyus attended the meeting as well.

Mayor Julie Moore Wolfe led the Pledge of Allegiance.

Mayor Julie Moore Wolfe called for appearance of citizens.

Megan Owens, Millikin University Student and Intern for Councilman David Horn delivered a report to Council “How to make Decatur, Illinois, a more livable city.”

Kaitlyn Cooper, Millikin University Student and Intern for Councilman David Horn delivered a report to council “Possible uses of vacant lots in Decatur, Illinois.”

Mayor Julie Moore Wolfe called for approval of the minutes.

The minutes of the November 19, 2018 Council meeting were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Dana Ray and on call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

This being the time set aside for Unfinished Business and there being none, Mayor Julie Moore Wolfe called for New Business.

R2018-143 Resolution Estimating Amounts Necessary to be Raised by the 2018 Tax Levy, was presented.

Finance Director Gregg Zientara responded to questions from council concerning the tax levy.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Public Hearing Regarding Annual Tax Levy for the City of Decatur was opened at 5:55pm. No individuals came forward to address Council. Mayor Julie Moore Wolfe declared the Public Hearing closed at 5:56pm.

R2018-144 Resolution Approving the Budget for the City of Decatur for the Fiscal Period Beginning January 1, 2019 and Ending December 31, 2019, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Council members discussed approving the balanced budget and acknowledged that there could be some difficult conversations down the road. Councilman Chuck Kuhle asked those in the public who do not want an increase in taxes to provide feedback on what services they would like to cut back in order to keep taxes down for next year.

Decatur resident, John Phillips asked council not to totally focus on property tax as a revenue stream.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2018-145 Resolution to Appropriate Motor Fuel Tax Funds to Pay the City's Portion to Improve the Mound Road / Spring Creek West and Middle Bridges Structures 058-3035 and 058-3036, City Project 2017-06, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2018-146 Resolution Authorizing Local Public Agency Agreement for Federal Participation with the State of Illinois to Improve the Mound Road West and Middle Bridges over Spring Creek, Structures 058-3035 and 058-3036, Section No. 17-00706-00-BR, City Project 2017-06, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

2018-69 Ordinance Rezoning Property From R-3 Single-Family Residence District to B- 2 Commercial District 3550 and 3612 East William Street Road, was presented. Councilman Pat McDaniel moved the Ordinance do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

2018-70 Ordinance Granting Conditional Use Permit to Allow for a Drive-Up Facility in the B-1 Neighborhood District 806 South Jasper Street, was presented. Councilman Pat McDaniel moved the Ordinance do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2018-147 Resolution Authorizing an Agreement with Tele Scan Inc. for the Annual Sanitary Sewer Inspection Program, City Project 2019-19, was presented.

R2018-148 Resolution Authorizing the Execution of a Purchase Order with Carpet Weaver's for Replacement of Floor Covering at the Transit Administration Building and Transit Center, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2018-149 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemicals - Alum, City Project - PUR2018-05, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2018-150 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemicals - Carbon Dioxide, City Project - PUR2018-05, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

R2018-151 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemicals - Carbon, City Project - PUR2018-05, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

R2018-153 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemicals - Hydrofluorosilicic Acid, City Project - PUR2018-05, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

R2018-154 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemicals - Lime, City Project - PUR2018-05, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

R2018-155 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemicals - Sodium Chloride, City Project - PUR2018-05, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

R2018-156 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemicals - Sodium Chlorite, City Project - PUR2018-05, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

R2018-157 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemicals - Sodium Hexametaphosphate, City Project - PUR2018-05, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe called for Consent Calendar Items A and B and asked if any Council member wished to have an item removed from the Consent Calendar. Council did not request to have any items removed. The Clerk read Items A and B:

Councilman Pat McDaniel moved Items A and B be approved by Omnibus Vote; seconded by Councilwoman Dana Ray, and on call of the roll Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe called for Other Business.

Interim City Manager Billy Tyus wanted the public to know that the city is now accepting proposals for an education and employment training program designed to increase or improve employment opportunities for low-income residents. Information can be found on the city’s website at www.decaturil.gov. Also, bids are due back for the first nine demolitions on December 4th. Operating Engineers will use six houses for training purposes and will start the week of December 10th.

Councilwoman Lisa Gregory reported that Beyers and Company is doing a fundraiser on December 4th for tornado relief efforts in Taylorville and urged residents to make a donation to the relief efforts.

Councilman David Horn thanked Ms. Owens and Ms. Cooper for their remarks during public comment and feels that the City Council needs to hear input from Decatur’s next generation on how to make the city more livable. Also, on behalf of the Council, Councilman David Horn wished the State of Illinois a Happy 200th Birthday. Councilman David Horn attended a community forum held at the OKO Community Center, “Peace in the Street, Let’s Talk about Violence” and encourages organizers and attendees to continue to have those conversations.

Mayor Julie Moore Wolfe reported that the American Red Cross and United Way of Decatur are assisting with the Taylorville tornado relief efforts and Interim City Manager Billy Tyus reported that the Decatur Fire Department sent a team to Taylorville to help with the relief efforts and do regularly with disasters both locally and across the country.

With no other business, Mayor Julie Moore Wolfe called for adjournment. Councilman Pat McDaniel moved the regular Council meeting be adjourned; seconded by Councilman Chuck Kuhle, and on call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Dana Ray, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe declared the regular Council meeting adjourned at 6:51pm.
