City of Clinton City Council met Nov. 5.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, November 5, 2018 at 7:00 p.m. Acting Mayor Tom Edmunds, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Crang were present. Mayor Cyrulik was absent.

Written motion was made by Commissioner Crang and seconded by Commissioner Wise that the minutes of the regular meeting of October 15, 2018 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Crang and Wise voted “Yes”.

Written motion was made by Commissioner Wise and seconded by Commissioner Crang to adopt Ordinance #1486, An Ordinance Authorizing the Execution of the Illinois Municipal League Risk Management Association Minimum/Maximum Contribution Agreement in the amount of $224,599.65. On roll call vote, Edmunds, Crang, Wise and Ballenger voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Crang, Wise, Ballenger and Edmunds voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik was absent.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Crang reported that the leaf pick-up has started and the department will be working in zones. The citizens can go to the City’s website and it will be posted daily what zone the crew is working in each day or they can call City Hall.

Public Works Director, Steve Lobb wanted to remind the citizens to not mix brush and other yard waste with the leaves because the leaf vac will not be able to pick them up or could damage the machine if not seen.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that the Sales Tax for the month of July had an increase of slightly less than $2,000.00 because of Walmart closing and having discounts on all the products so next month will show how the City is doing after the closure of Walmart.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adopt Resolution 2018-12, A Resolution Approving Minor Subdivision (Diane Peck Addition). On roll call vote, Commissioners Wise, Ballenger, Edmunds and Crang voted “Yes”.

NEW BUSINESS

IMLRMA – Minimum/Maximum Contribution Agreement - $224,599.65

On File – Grind & Haul Tree Material – ($13,600.00) and Disposal of Leaf Material – ($12,000.00)/Yard Waste Facility – R & R Services of Illinois Inc. – $25,600.00

On File – Purchase of Wood Chips/Parks – J & L Morris Trucking – not to exceed $3,900.00

On File – Mach 1 TIF Amendment

On File – Annual Levy – Levy Hearing will be December 3rd at 6:45 p.m.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Crang to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Crang and Wise voted “Yes”.
