City of Clinton City Council met Dec. 3.

Minutes of the Public Hearing for the Annual Levy of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday December 3, 2018 at 6:45 p.m. On roll call Commissioners Edmunds, Crang, Wise, Ballenger and Mayor Cyrulik were present.

Mayor Roger Cyrulik opened the public information session. Commissioner Edmunds turned the hearing over to Clint Lichtenwalter, City Treasurer. He reported the total levy amount is $1,886,684 with the total equalized assessed valuation of approximately 69 million. The tax levy is proposed to be increased by 4.2% increase and the actual rate being a.79% increase. The Police and Fire Pension switched Actuaries this year. Commissioner Edmunds stated that the City’s Self-Funded Insurance is doing well so the City shifted the reinsurance amount they previously levied to the Fire Pension Levy in an attempt to get them to 2.5 million, which will give them expanded investment authority.

Mayor Cyrulik asked for any comments by the Council or by those attending the hearing. Hearing none, motion was offered by Commissioner Ballenger and seconded by Commissioner Wise to adjourn the hearing. On roll call vote, Commissioners Crang, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, December 3, 2018 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Crang were present.

Written motion was made by Commissioner Crang and seconded by Commissioner Wise that the minutes of the regular meeting of November 19, 2018 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Crang, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Crang, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported that the Christmas Parade went well and the weather was nice and thanked the Chamber of Commerce.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Crang reported she received a letter from Marian Brisard, Executive Director of the Chamber of Commerce thanking all the departments of the City for their help and she stated that over the 9 days the Haunted House was open they had 4,000 people go through. She also stated that the department will be finished with the leaf pick- up at the end of this week but will pick up the remainder as they have the time and that the E. Main St. project was finished and work is being done on some of the block walls around the Square.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported that the meter replacement project is going well.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that the City took a hit on the Sales Tax with a decrease of $9,946 and Non Home Rule Sales Tax decreased $3,088.

UNFINISHED BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to adopt Ordinance #1487 (Black property), Ordinance #1488 (Clark property), Ordinance #1489 (Ryan property), Ordinance #1490 (Scherer property), An Ordinance Abating Taxes for Certain Territory in the City of Clinton, Illinois. On roll call vote, Commissioners Crang, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to adopt Ordinance #1491 ($1,500,000 General Obligation Bonds Series 2002), Ordinance #1492 ($700,000 General Obligation), Ordinance #1493 ($650,000 General Obligation), An Ordinance Abating the Tax. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Crang and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Crang to adopt Ordinance #1494, An Ordinance Increasing Tax Rate for Street & Bridge Purposes and Ordinance #1495, An Ordinance Levying Tax for Street Lighting Purposes. On roll call vote, Commissioners Ballenger, Edmunds, Crang, Wise and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to adopt Ordinance #1496, Annual Levy Ordinance. On roll call vote, Commissioners Edmunds, Crang, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

None

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Crang to adjourn the meeting. On roll call vote, Commissioners Crang, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
