Village of Warrensburg Village Board met Jan. 22.

Here is the minutes provided by the board:

CALL TO ORDER: Mayor Maloney opened the meeting at the Warrensburg Village Hall on Tuesday, January 22, 2019 at 6:00 p.m. reminding those in attendance that the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Mayor Maloney, Trustee D. Fisher, Trustee L. Hackl and Trustee J. Oakley. Also present were Attorney J. Jankowicz, DPW Hadley and Chief G. Wheeler. Absent were Trustee F. Musick, Trustee K. Musick and Trustee R. Ewing.

MAYOR’S COMMENTS: Mayor Maloney had received a text from Trustee K. Musick that both she and Trustee F. Musick had been ill and would not be able to attend. He had just been informed that Trustee Ewing had another commitment and would not be present. However, there is still a quorum.

A letter had been received from Macon Co. Environmental Management in regards to Spring Clean-up Recycling Grant applications. He asked for board discussion as to how to proceed. It was a consensus of the board to pass at this time.

He announced the CornFest committee is selling raffle tickets for ½ Hog for $5.00 each. They can be purchased from any committee member as well as at the Village Hall.

Mayor Maloney read a letter of thanks to the Village employees: Danny, Cody and Kenny in regards to the excellent clean-up job of snow removal the weekend of January 12. Many comments had been received by both the mayor and the Village Hall.

Each year, Mayor Maloney chooses to re-appoint new committees in order to bring new or fresh ideas to each committee. He proceeded to pass out a sheet to each member present and stated that with the exception of the Police Committee, each had changed. He also explained the Personnel Committee.

Mayor Maloney had reached out to Mayor Lee of Oreana and obtained information from him but he hasn’t had the chance to have an in-depth discussion with the company.

PUBLIC COMMENTS: Harold Hawkins asked a question about 224 W Main. He asked why we couldn’t request the County cover the demolition costs. Atty Jankowicz stated that even though they have ownership of the property, by statute they don’t have any responsibility to take care of the property. Mr. Hawkins asked for an explanation of codifying ordinances and what it involved.

Mr. Hawkins also stated that Trustee Hackl had mentioned at the last meeting about using TIF funds for sidewalk repairs. He asked why the wind farm funds couldn’t also be used. Mayor Maloney stated it would be a board decision as to what the funds would be used for.

Ed Lock asked about the situation mentioned at the prior meeting regarding computer access and passwords. VAC Hundley mentioned it was still being looked into. Mayor Maloney elaborated on the issue and the measures being looked into to make the office more secure.

NEW BUSINESS: None.

REVIEW/APPROVAL OF MINUTES: Minutes of the regular session meeting of January 7, 2018 were presented for review. Due to a lack of quorum of those trustees present at the January 7, 2018 meeting, the approval of the minutes was not possible. They will be held until the February 4, 2019 meeting.

VILLAGE ADMINISTRATIVE CLERK: Village Administrative Clerk C. Hundley presented the bills, balance and transfers sheet for January 22, 2019, along with the budget to actual reports to the board for review. Trustee Oakley asked why 2 Health Alliance bills were presented and VAC Hundley mentioned we had received the January invoice after the January 7 meeting and had just received the February invoice, which is due February 1.

A motion was made by Trustee D. Fisher, seconded by Trustee L. Hackl to accept the balance sheet, pay the bills and make the appropriate transfers. Roll call vote: Yes – Trustees Oakley, Fisher, Hackl. Motion carried.

The information for the annuity payments were included in the board members packet. VAC Hundley had questioned the proper percentage to be contributed since the LOCiS report showed one figure for annual contributions but the amount accrued in other payroll liabilities is different. A motion was made by Trustee Hackl, seconded by Trustee Fisher to pay the Pekin Annuity for the current full time employees at a 5% contribution rate for a total of $7,568.57. Roll call vote: Yes – Trustees Fisher, Hackl, Oakley. Motion carried.

ENGINEER: Nothing. A request had been received from GATA in regards to an Audit Peer Review letter. The auditor has sent the letter and it will be uploaded up to the portal.

WATER: Nothing.

BUILDING: Nothing.

FINANCE: Trustee K. Musick would be leaving budget sheets for each trustee.

STREET: Trustee Oakley and DPW Hadley had been working on a 5-year plan for streets and sidewalks.

POLICE: Nothing.

Chief Wheeler: Nothing.

SEWER: 2 Certificates of Deposit for the Sewer funds are maturing Jan 25 and Feb 8. Trustee Hackl suggested we shop around to see if better rates could be obtained. The North Lift station motor will be approximately $830.00 plus shipping. The other motor should be included on the next budget.

VILLAGE ATTORNEY: Atty Jankowicz stated a letter had been sent to the owner of 323 Westgate Ct.

We are waiting to hear from the Macon Co Trustee to receive the go ahead for demolition of 224 W Main.

DIRECTOR OF PUBLIC WORKS: Nothing.

OTHER AND/OR OLD BUSINESS: Since there were new committee assignments tonight, if your committee had projects in the process, please feel free to continue or pass along information to new chairperson.

Motion by Trustee Fisher, seconded by Trustee Oakley to adjourn. Upon voice vote, motion carried.

Mayor Maloney adjourned the meeting at 7:03 p.m.
