City of Clinton Council met Feb. 18.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, February 18, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Wise and Ballenger were present. Commissioner Crang was absent.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of February 4, 2019 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Wise and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported that the Minimum Wage law is about to be passed and what it will mean to the City in the Budget. The City staff will need to keep Council up-to-date on adjustments that will have to be made. Commissioner Edmunds reported that he sympathizes with the people who need to make more money but if you take someone who makes $8.25 and gradually increase their wage to $15.00 and then you have someone who has a Master’s Degree who is making $18.00 so people think why go to college? The area that is going to be the most glaring for the City will be the Volunteer Fire Dept. because they are paid minimum wage when they go on calls and take training classes. It will cost the Fire Dept. up to $85,000 and there is no place for that money to come from. The City has no way to increase revenue. It just shows that the General Assembly has no idea how small units of government have to work.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Crang was absent.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported everything is going pretty well in the Water Dept. There have been a few water main breaks due to the cold weather but the employees are doing a good job. The water meter replacement program is going well and there was some training at City Hall on Thursday, February 14th for the water meter replacement program and it went very well.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that the Governor will give his Budget Address on Wednesday, February 20th at noon and will have to wait and see how this will affect the City.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to approve the Purchase of 2 Desktop Computers for the Police Dept. from Dell in the amount not to exceed $3,000.00. On roll call vote, Commissioners Edmunds, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

Written motion was made by Mayor Cyrulik and seconded by Commissioner Edmunds to adopt Ordinance #1498, An Ordinance Authorizing Sale of Personal Property Owned by the City of Clinton, Illinois Hospital (Ritter exam bed, Exercise equipment & 2 Reillo burners removed from the old boilers). On roll call vote, Commissioners Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Emergency Management Agency (EMA) Agreement - $15,000.00

On File – Purchase of a Radiodetection Locator/Sewer Dept. – Subsurface Solutions - $3,596.60

On File – Municipal Gas Aggregation Resolution

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Wise and Mayor Cyrulik voted “Yes”.
