Meeting 10

City of Sullivan City Council met Feb. 25.

Here is the minutes provided by the council:

The meeting was called to order by Mayor Ann Short. A roll call was taken.

Commissioner Mike Kirk present

Commissioner Grant Wade present

2. Mayor Short asked if there were any comments from the public in attendance, and there were none.

3. Mayor Short read the items on the consent agenda:

Approval of minutes of the previous regular meeting held February 11, 2019 Approval of claims except those in the TIF I fund Approval of Treasurer' s Report for January 2019

A motion was made by Commissioner Mossman and seconded by Commissioner Kirk to approve the consent agenda. Upon a roll call being taken, the results were as follows:Commissioner Mike Mossman yea

Commissioner Jerry Risley yea Mayor Ann Short yea

and the motion was declared carried.

4. A motion was made by Commissioner Kirk and seconded by Commissioner Wade to approve the claims for TIF I. Upon a roll call being taken, the results were as follows:

Commissioner Jerry Risley abstain Mayor Ann Short yea

and the motion was declared carried.

5. Commissioner Mossman reported that the bathrooms near the ball diamonds are being remodeled. The old metal partitions are being taken out and block walls are being installed. They will then be repainted. A new water heater and outlets are being installed at the north softball diamond.

6. Commissioner Kirk reported that with all of the winds the last several days, there was only one outage attributed to the wind. All ofthe work for upgrades to the electrical system over the last five years is really paying off. City Administrator Dan Flannell also reported that he received a call from Bob Lane of Agri- Fab to thank the Electric Department for having no outages, and they appreciate the work that has been done to the system.

7. Mayor Short noted that she wanted to clear some confusion regarding the Looking for Lincoln signs that were discussed in the last meeting. The Council has no current plans to place those signs, but she is anxious to hear from the historical society or from Paul Lee Stone about the possibilities. There is no commitment from the City, however, to do that work.

8. Mayor Short notified the Council that there is an SCED Member Luncheon this Wednesday at 11: 30 at the Legion. Tracy Weaver is the guest speaker, and any Council members wishing to attend should contact Clerk Monte Johnson.

9. City Administrator Dan Flannell reported the following:

Initial negotiations have taken place with the Illinois Fraternal Order of Police Attended pre-construction meeting for McDonald' s upgrades. Main topic of discussion was the traffic issue and safety pulling into McDonald' s from Jackson Street

Dollar General should begin initial layout work. Bad weather has caused delays Will meet with representatives from Eastview Subdivision for discussion of drainage issues in that area. Jonathon Edwards, Electric Plant mechanic, will begin intensive training for City' s older generating engines Paperwork has begun for Rural Development Grant applications for possible water plant

12t" at Tabor Park to assess the erosion and the creek. Wayne Kinney, a stream specialist, was present and has submitted a report for what can be done. Some erosion issues may be addressed at a relatively low cost that can be taken care of over the next couple of seasons No information to report regarding the Titus- Sentel Trust estate Information was distributed to Council Members regarding a POW/MIA City recognition program. It was suggested that the Legion and the VFW may want to take the lead on this program

10. Commissioner Mossman reported that clearing has been done on the Tabor Park trails. Trees are no longer laying in the creek. City crews are removing debris from the trails. The Corps ofEngineers suggests spraying to keep the honeysuckle from growing and taking over. People with questions or concerns about the trails are welcome to contact Herb Bricker.

11. Representatives from the St. Jude fundraiser were present to discuss plans for this year' s event. They explained that the event started five years ago and they have contributed $ 53, 000 to St. Jude through the event. Businesses and the community have supported it. They are growing and want to offer more opportunities, such as the duck derby, bags tournaments, a kiddie tractor pull, softball tournaments, and basketball tournaments. The beer tent will be open until 10:00 p.m. on Friday and 11: 00 p.m. on Saturday. Mr. Flannell explained that the liquor license for those beer tents has been approved. Mayor Short thanked them for their work in organizing the event.

12. A motion was made by Commissioner Mossman and seconded by Commissioner Risley to approve the travel expense reimbursement for Mayor Short for the IPEA meeting in Springfield on February 20, 2019. Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

13. A motion was made by Commissioner Kirk and seconded by Commissioner Risley to adjourn to closed session at 7: 22 p.m. to discuss employment matters ( 5 ILCS 120/ 2( c)( 1); collective negotiating matters ( 5 ILCS 120/ 2( c)( 2); and for discussing whether a particular parcel should be acquired ( 5 ILCS 120/ 2( c)( 5).). Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

14. Mayor Short reconvened the meeting at 8: 05 p.m.

15. A motion was made by Commissioner Risley and seconded by Commissioner Mossman that the meeting be adjourned. Upon roll call being taken, the results were as follows:
