City of Clinton Council met April 1.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, April 1, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Crang, Wise and Ballenger were present.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of March 18, 2019 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”. Commissioner Crang abstained.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Crang that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Crang and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to appoint Clint Lichtenwalter to the Fire Pension Board – said term to expire April 1, 2021. On roll call vote, Commissioners Ballenger, Edmunds, Crang, Wise and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Crang reported that the department has been cutting trees and getting equipment ready for spring and summer mowing and when the weather breaks they will be working in the alleys. She also stated that street maintenance will begin this summer and tree planting will begin once the trees are purchased.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported that he is not a fan of social media and with the new water meter replacement project going on citizens have to understand that it is not finished yet and all the bugs haven’t been worked out. It is not meeting our expectations yet but it isn’t finished and up and running. The department has found new leaks where water is running into the sanitary sewer. All of the meters in town need to be changed and the new meters will last longer and are better quality. If citizens have questions please call Commissioner Wise or the Water Plant or the Water Dept. at City Hall and give us a chance to get the problem fixed or answer your questions and not post it on social media. Commissioner Edmunds also stated that it is starting to reflect in the sanitary part so it takes time.

Commissioner Wise thanked the City Clerk, City Administrator, City Treasurer, City Attorney, Commissioners and the Mayor for all of their hard work and he is proud of the employees and the Council and wished everyone good luck in the election.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported that social media makes things worse when you have incidents happen and they post names when the family hasn’t been notified. Please be respectful.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that Illinois Municipal League adjusted fiscal year 2020 estimates downward slightly saying $300 million of state expenditures will be taken out of the personal property replacement fund that would normally come to the municipalities.

UNFINISHED BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to approve the two year Contract between the City of Clinton and DeWitt County Human Resource Center Inc. for the Ground Maintenance Work, which includes Mr. Lincoln’s Square and a 6 block radius around the Square, City Hall, Downey Park and the Roque Court Peace Park in the amount of $88,625.00 ($42,814.00 – 2019 & $45,811.00 – 2020). On roll call vote, Commissioners Edmunds, Crang, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Wise and seconded by Commissioner Crang to approve Resolution 2019-3, A Resolution Adopting Personal Protective Equipment Policy. On roll call vote, Commissioners Crang, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve Resolution 2019-4, A Resolution Authorizing Execution of an Agreement for City Participation in Facade Renovation (Kyle Koons – 500 & 501 W. Side Sq. $44,736.00 City’s portion). On roll call vote, Commissioners Wise, Ballenger, Edmunds, Crang and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Wise and seconded by Commissioner Crang to approve the 2019 Annual Spring Planting (Purchase of Trees) in the amount not to exceed $4,000.00. On roll call vote, Commissioners Ballenger, Edmunds, Crang, Wise and Mayor Cyrulik voted “Yes”.

On File – Ordinance to Authorize Borrowing a Line of Credit for Warner Hospital & Health Services

On File – Garbage Bids – J & S Disposal $750.00 & Area Disposal Service Inc. $1,278.00

On File – Water Tower Lease Agreement - Miller Media Group Inc. (WHOW)

On File – Brush Grinding & Leaf Disposal/Yard Waste Facility – R & R Services of Illinois Inc. - $4,000.00

The Mayor announced the Budget Hearing will be April 15, 2019 at 6:45 p.m.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Crang to adjourn the meeting. On roll call vote, Commissioners Edmunds, Crang, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
