City of Decatur City Council met March 18.

Here is the minutes provided by the council:

Mayor Julie Moore Wolfe presided, together with her being Council members Chuck Kuhle, Pat McDaniel, Dana Ray, Lisa Gregory and David Horn were present. Councilman Bill Faber was absent. Mayor Julie Moore Wolfe declared a quorum present.

Interim City Manager Wendy Morthland attended the meeting as well.

Mayor Julie Moore Wolfe led the Pledge of Allegiance.

Mayor Julie Moore Wolfe announced that the following Resolutions were pulled from the City Council agenda: Resolution Authorizing Execution of a Master Contract and Participating Addendum to the Master Contract Between the Commonwealth of Virginia and Gillig, LLC, Allowing the Purchase of Low Floor Heavy Duty Transit Buses and Resolution Authorizing Execution of Purchase Order Between City of Decatur, Illinois and Gillig, LLC, for the Purchase of Low Floor Heavy Duty Transit Buses.

Mayor Julie Moore Wolfe called for Appearance of Citizens.

With there being no Appearance of Citizens, the minutes of the March 4, 2019 City Council meeting were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Dana Ray and on call of the roll, Council members Chuck Kuhle, Pat McDaniel, Dana Ray, David Horn, Lisa Gregory, and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe called for Unfinished Business.

R2019-35 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Christy-Foltz Inc. for Lake Office Parking and Pier Improvement, City Project 2018-36, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Mayor Julie Moore Wolfe reported that the City is in a 99-year lease agreement with the Decatur Park District which originated in 1934 and was last updated in 1968. The lease includes the City to maintain the lake services office and pavement around the office. Councilwoman Lisa Gregory requested that staff look at any other long-term lease agreements to ensure they are all accounted for.

Councilman David Horn expressed concerns with spending money from the water fund to finance the project.

Councilman Chuck Kuhle would like to see either the City Manager or the Intergovernmental Working Group join together with the Decatur Park District to work out any differences.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Dana Ray, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Councilman David Horn voted nay. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe called for New Business.

Mayor Julie Moore Wolfe recognized the following band members from Decatur Public School District #61 who participated at “All-State” in Peoria as part of the Illinois Music Education Conference: Billy Bradshaw, Matthew Clayton, Miruna Eynon, Baylei Ford, Londarius Hayes, Dylan Roberts, Trevor Schaefer, Marion Mallard, and Elijah Neal. The students were presented with Stephen Decatur Medallions.

Finance Director Gregg Zientara presented the Treasurer’s Financial Report and responded to questions from council.

Councilwoman Dana Ray exited the Council Chamber at 5:55pm

Councilwoman Dana Ray re-entered the Council Chamber at 5:56pm.

2019-09 Ordinance Amending City Code Chapter 47 - Control of Animals, Fowl and Dogs, was presented. Councilman Pat McDaniel moved the Ordinance do pass; seconded by Councilwoman Dana Ray.

Lillie Sherred, Ag Academy student and Zack Shields, Decatur Public Schools Foundation Executive Director, expressed their support for the Ag Academy and answered questions from council.

Marty Watkins spoke in support of the Ag Academy.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Dana Ray, Lisa Gregory, David Horn, and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-36 Resolution to Appropriate Motor Fuel Tax Funds for Traffic Signal Maintenance and Street Maintenance by Municipality under the Illinois Highway Code, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Dana Ray, Lisa Gregory, David Horn, and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-37 Resolution Authorizing Community Development Block Grant Subrecipient Agreement FY19-20 Adult Education Training Program Project READ, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Julie Pangrac, Project Read Plus Director gave an overview of the program. The program is designed to help adults improve their reading and math skills through individualized tutoring.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Dana Ray, Lisa Gregory, David Horn, and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-38 Resolution Authorizing Community Development Block Grant Subrecipient Agreement FY19-20 Adult Education Training Program Old King's Orchard Community Center, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Alida Graham, Old King’s Orchard Board President, gave an overview of the program. The program is designed to provide support for those wanting to take the GED.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Dana Ray, Lisa Gregory, David Horn, and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

2019-10 Ordinance Appropriating Monies for the Purpose of Defraying the Expenses of Several Departments and Funds of the City of Decatur, Illinois for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019, Including All Outstanding Claims and Obligations and Fixing a Time When the Same Take Effect, was presented. Councilman Pat McDaniel moved the Ordinance do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Dana Ray, Lisa Gregory, David Horn, and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe called for Consent Calendar Items A through D and asked if any Council member wished to have an item removed from the Consent Calendar. Council did not request to have any items removed. The Clerk read Items A through D:

Councilman Pat McDaniel moved Items A through D be approved by Omnibus Vote; seconded by Councilwoman Dana Ray, and on call of the roll, Councilmembers Chuck Kuhle, Pat McDaniel, Dana Ray, Lisa Gregory, David Horn, and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe called for Other Business.

Mayor Julie Moore Wolfe thanked Wendy Morthland for serving as Interim City Manager and announced that Scot Wrighton will begin work on March 19th.

With no other business, Mayor Julie Moore Wolfe called for adjournment. Councilman Pat McDaniel moved the Council meeting be adjourned; seconded by Councilwoman Lisa Gregory, and on call of the roll, Councilmembers Chuck Kuhle, Pat McDaniel, Dana Ray, Lisa Gregory, David Horn, and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe declared the Council meeting adjourned at 6:25 p.m.
