Village of Forsyth Board of Trustees met May 6.

Here is the minutes provided by the board:

CALL TO ORDER

Mayor Marilyn Johnson called the meeting to order at 6:30 P.M.

PLEDGE OF ALLEGIANCE

ROLL CALL

Upon call of the roll, the following members were physically present: Mayor Marilyn Johnson, Trustee Kirsten Trachtenberg, Trustee Kerry Denison, Trustee Dave Wendt, Trustee Jeremy Shaw, Trustee Bob Gruenewald and Trustee Jim Peck.

Absent: None.

Staff Present:

Village Administrator David Strohl, Village Attorney Jeff Jurgens, Community and Economic Development Coordinator Nik Duffle, Village Engineer Mary Cave, Library Director Rachel Miller and Village Treasurer Rhonda Stewart.

Others Present:

Deputy Turner, Jeff London, Charles Frey, Jack Shaw, Karen and Matt Yepsen and John Moody.

CONSENT AGENDA

Consideration of items listed on the Consent Agenda under the omnibus vote designation:

1. Approval Of Minutes Of The Regular Meeting Of April 1, 2019

2. Approval Of Warrants

3. Approval Of Treasurer’s Report For The Month Of March, 2019

Motion: Trustee Wendt made the Motion to approve the Consent Agenda as presented and Trustee Denison seconded.

Upon a call of the roll, the vote was as follows:

Yeas: 6 – Trachtenberg, Denison, Wendt, Shaw, Gruenewald, Peck

Nays: 0 – None Absent: 0 - None Motion declared carried.

PUBLIC COMMENT

Mayor Johnson stated that, at this time, the public has the opportunity to express views or make comments to the Mayor and Board of Trustees on agenda items or any other Village issue. Mayor Johnson asked that comments be limited to not more than three (3) minutes and opened the meeting for the public to address the Board.

Karen Yepsen of #4 Woodland Dr. spoke to the Trustee’s regarding proper water drainage and building permits as they relate to the rights of homeowners in the Village. She went on to give examples of her neighbor who had a fence erected between their properties that is on her property and water drainage from his roof that is pointed toward their yard. She left the Trustee’s her written statement and pictures.

ADMINISTRATION REPORTS

1. Law Enforcement Report

Deputy Turner stated they have upgraded the security at the mall with more foot traffic on the weekends. Some weekends there are no problems and others weekends there still is. He also reported no noise issues in the park as previously questioned.

2. Village Staff Reports

Trustee Peck asked Community and Economic Development Coordinator Duffle if he had a price list on the lots at Prairie Winds. He stated he is getting questions and he refers them to Reed Sullivan. Community and Economic Development Coordinator Duffle stated that he did not and is also referring people to Reed Sullivan. Trustee Gruenewald asked Village Engineer Cave about the timeline on the grant. Village Engineer Cave said she did not have a timeline yet. Trustee Shaw asked Village Engineer Cave about an update on the Park Place roads and Village Engineer Cave said there would be a contractor in that area on Thursday and she will find out some answers and remedies. Trustee Shaw then asked her if the residents had been made aware of what was happening and she replied, No. Village Administrator Strohl then stated that he had spoken with the homeowner’s association president.

NEW BUSINESS

1. Discussion And Potential Action Regarding Phillip Circle Drainage Improvement

Project (Village Engineer Cave)

Village Engineer Cave asked for permission to advertise the project. She stated they will be sending it out to contractors and putting it in the papers. She also said they will officially request the County to do what they said they would do. Trustee Peck asked what the climate was like right now for bidding on this project. Village Engineer Cave stated she has been in contact with material suppliers and she would be reaching out further for more competitive bidding.

Motion: Trustee Peck made the Motion to approve this project to go out for bids and Trustee Gruenewald seconded.

Upon a call of the roll, the vote was as follows:

Yeas: 6 – Trachtenberg, Denison, Wendt, Shaw, Gruenewald, Peck Nays: 0 – None

Absent: 0 - None

Motion declared carried.

2. Discussion And Potential Action Regarding Forsyth Family Fest (Trustee Trachtenberg)

Trustee Trachtenberg stated they have a meeting scheduled for Thursday; however they could avoid that if everyone had an update. Everyone gave an update on their projects for the Family Fest. Trustee Peck asked if Shauna was still involved and Trustee Trachtenberg replied, Yes, but that she was not taking the helm. Trustee Peck asked if we needed a point person. Trustee Trachtenberg said, Yes, or maybe hire an event planner. Discussion continued about the events planned.

CLOSED SESSION

Motion: Trustee Denison made the Motion to go into Closed Session and Trustee Peck seconded.

Upon a call of the roll, the vote was as follows:

Yeas: 6 – Trachtenberg, Denison, Wendt, Shaw, Gruenewald, Peck Nays: 0 – None

Absent: 0 - None

Motion declared carried.

Mayor Johnson reconvened the meeting at 8:20 P.M.
