Moultrie County Board met March 14.

Here is the minutes provided by the board:

Chairman McCabe called the meeting to order at 7:00 p.m.

Opening Prayer by Pastor Charliam Renner, First United Methodist Church, Sullivan.

The Pledge of Allegiance was said.

Roll Call was taken, with the following Board members present: Dave McCabe, Kevin

McReynolds, Neil Bryan, Mike Barringer, Arlene Aschermann, Billy Voyles, Todd Maxedon and Tyler Graven Absent: Tim Rose

There were 13 people in attendance, which included 8 Board members and County Clerk

Georgia England.

Correspondence: None

Minutes: Bryan moved to approve the February 14, 2019 County Board meeting minutes. Barringer seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Unfinished Business: None

Appointments by County Board Chairman: McCabe moved to appoint Jackie McClain to the Bethany Fire Protection District. Term will be May 2019 to April 30, 2022. McReynolds seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to appoint Arlene Aschermann and Richard Isaacs to the Moultrie County Board of Review. Term: June 1, 2019 to May 31, 2020. Bryan seconded said motion, which passed by roll call vote. (7 yes, 0 no, 1 abstention with Aschermann abstaining)

NEW BUSINESS:

FINANCE COMMITTEE (Chairman McCabe)

Committee met March 11, 2019.

McCabe moved to approve the Treasurer’s Report for the month of March. Barringer seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to approve all claims. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to transfer the Group Health Insurance and Budgeting duties from the

County Clerk’s office to the Treasurer’s office in order to balance out the work load a little.

McReynolds seconded said motion, which passed by roll call vote. (8 yes, 0 no)

LEGISLATIVE COMMITTEE (Chairman Rose)

Committee did not meet. No Motions.

BUILDING & GROUNDS COMMITTEE (Chairman Barringer)

Committee did not meet. No Motions.

ROAD & BRIDGE COMMITTEE (Chairman McReynolds)

Committee met March 1, 2019. No Motions.

INSURANCE COMMITTEE (Chairman McCabe)

Committee did not meet. No Motions.

PLANNING, ZONING & LAND USE COMMITTEE (Chairman Maxedon)

Committee met March 1, 2019.

Maxedon moved to approve an application by State Bank of Arthur Trust 239 to Rezone part of PIN # 06-06-15-000-312 from Ag-1 to I-1 for Pallet Manufacturing. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

PUBLIC HEALTH, SAFETY & WELFARE COMMITTEE (Chairman Aschermann)

Committee met March 6, 2019. No Motions.

PERSONNEL COMMITTEE (Chairman Voyles)

Committee did not meet.

Voyles stated that the Employee Handbook Ad Hoc Committee did meet and all members have sections of the handbook to review. Next Ad Hoc meeting is April 12th at 9:00 a.m.

GIS STEERING COMMITTEE (Chairman McReynolds)

McReynolds moved that there will be no charge to “Julie” for GIS data. Graven seconded said motion, which passed by roll call vote. (8 yes, 0 no)

TECHONOLOGY COMMITTEE (Chairman Bryan)

Committee did not meet. No Motions.

COMMENTS:

Board: None

Office Holders/Department Heads: On behalf of County Assessment Officer Lori Barringer, Stephanie Helmuth gave an update regarding the Assessor’s tax cycle. The 2018 County EAV is $349,178,070; an increase of $4,459,735 from 2017.

Helmuth also stated that the mobile home bills will be mailed out from the Treasurer’s office Friday, March 15.

With no further business, McCabe moved to adjourn the meeting. Bryan seconded the motion, which passed by voice vote. Meeting adjourned at 7:14 p.m.
