Village of Warrensburg Village Board met March 4.

Here is the minutes provided by the board:

The regular board meeting was called to order at 7:00 pm by President Bill Ashley. The following Trustees were present; Dave Doty, Jeannie Ruppert, Jon Book, Greg McLain, Raven Russell, and Brian Gill.

A motion was made by Trustee Doty to approve the minutes from the February 2, 2018 meeting seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

A motion was made by Trustee McLain to approve the “Statement of Income and Expenses”, seconded by Trustee Doty. Roll call taken, all ayes, motion carried.

A motion was made by Trustee Doty to approve the “Banks and Checks Journal”, seconded by Trustee Gill. Roll call taken, all ayes, motion carried.

Public - Landlord Assoc. - Andrew Beckett was in attendance representing the various Landlords in Bethany. Mr. Beckett wrote a letter to our Village attorney concerning the landlord’s responsibility for unpaid utility bills. President Ashley mentioned this ordinance has been on the books for years and the Board was looking at wording changes tonight to help the landlords. The attorney’s agreed to continue talks concerning this matter.

Celebration Committee Donation - Robert Martz, chair and Phil Ozier, treasurer were here to ask the Board for a donation to the Bethany Celebration. Last year the Village was a gold level sponsor. The donation would be to help with the fireworks. For the past several years, the Village has donated $1200 for fireworks and advertised in the event book for $400. A motion was made by Trustee McLain to donate $1200 for fireworks, seconded by Trustee Ruppert. A motion was made by Trustee Ruppert to donate $400 to place an ad in the even book, seconded by Trustee Russell. Roll call taken, all ayes, motion carried.

Amend Ordinance Title 38-chpt2-section 3 - This item will be tabled until next month.

Motor Fuel Tax Monies - Matt Foster from our Engineering firm Chastain was there to go over the motor fuel tax money plan. It is a bit different this year than previous years. He has the outline of the program before the program is approved. The outline covers the years 2018 - 2020. Mr. Foster presented the Board with a color coded map to show the projects for the different years. He noted that Washington Street is in need of some major repairs. After much discuss it was decided for him to proceed with the plan as he has presented. The quote was for $47,376.

Safety Resolution Approval - This is the yearly resolution required by the IML insurance that the Village has. It simply states the Village will do all it can to work and provide safety to the employees of the Village. A motion was made by Trustee Book to approve Safety Resolution #18-490, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

Okaw Valley Baseball Road taken over by Village - Supt. Stauder contacted President Ashley concerning the road behind the High School baseball diamond. Currently it is a private drive however the High School has purchased property connected to the road. The Supt. would like to give or donate it back to the Village making us responsible for the road. The road would need to be made as wide as a regular road. The consensus of the Board was to have the school bring the road up to code as a street before the Village takes possession of the road.

Reports - were given from; Shannon Risley, Streets & Alleys, and Chief Nichols. Correspondence - None

Meeting before the next meeting - Police 3/15 @ 6:00 pm; to discuss personnel and equipment.

Trustee Book made a motion to enter into closed session to discuss litigation and personnel, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

Trustee Book made a motion to enter back into open session, seconded by Trustee Ruppert. Voice vote taken, all ayes, motion carried.

A motion was made by Trustee Book to hire Jessica Henderson to assist the Village Treasurer at a rate of $13.50/hour, seconded by Trustee Ruppert. Roll call taken; McLain - abstain due to conflict of interest, Russell-yes, Gill-yes, Doty-yes, Ruppert-yes, Book-yes; motion carried.

With no other business to discuss a motion to adjourn was made by Trustee Book and seconded by Trustee Ruppert. Voice vote taken, all ayes, motion carried.
