Dewitt County Road and Bridge Committee met March 13.

MEMBERS PRESENT: Melonie Tilley - Committee Chairman, Cole Ritter – Committee Vice Chairman, Travis Houser, Scott Nimmo, Jay Wickenhauser

OTHERS PRESENT: Mark Mathon – County Engineer

SUMMARY OF DISCUSSION:

Chairman Tilley called the meeting to order at 5:30 p.m.

Motion by Nimmo, seconded by Houser, to approve minutes of January 16, 2019 Road & Bridge Meeting. Unanimous.

Motion by Wickenhauser, seconded by Ritter, to approve payment of bills. Unanimous.

Mathon updated the committee that the 2019 Mack Tandem has been delivered to the Highway Department and is in use. The surplus vehicle, a 2004 International tandem with snowplow and salt spreader, is ready for disposal. The States Attorney indicated that it could be sold directly to another governmental agency based on the value assigned by the trade-in option on the awarded vehicle purchase bid, which was $25,000.00. A township has expressed interest in purchasing the vehicle. Discussion of options for disposal of the vehicle ensued. The committee directed Mathon, if the township does not purchase the vehicle, to list the tandem with a reserve price of $25,000.00 through Govbids.com website. If the auction fails to meet the reserve, the tandem will be auctioned through the Martin Auction equipment sale.

Mathon presented a quote from Contech Engineered Solutions for a 12 inch diameter PVC culvert liner, for repairs to a cross-road culvert on County Highway 8. Motion by Wickenhauser, seconded by Ritter, to accept quote from Contech Engineered Solutions for purchase of 12 inch x 60 feet PVC Liner Pipe Not to Exceed $1,000.00. Unanimous.

Mathon presented a quote from Black-Jack Grout Pumps Inc. for the purchase of a grout pump and related equipment. Mathon explained that the purchase of this piece of equipment would allow the Highway Department to self-perform the work of grouting in place culvert liners. In the last two years, the Highway Department and a township have hired a contractor to perform this work, with an average cost of $2,500 per project. Motion by Wickenhauser, seconded by Nimmo, to recommend to the full board to accept quote from Black-Jack Grout Pumps Inc. for the purchase of a grout pump and related equipment Not to Exceed $7,100.00. Unanimous.

Mathon advised that he had been contacted by a hauling company working with the proposed fertilizer plant in Tuscola regarding permits for several superload equipment movements that will traverse County Highway 8 (Leroy Road) and CH 2(Fullerton Road). Mathon will work with the States Attorney on requirements for a bond, as well as the assessment of permit fees and inspection costs for road monitoring before and after the proposed movements.

Mathon updated the committee that coordination with Tradewind Energy on the Alta Farms II project is ongoing.

Motion by Wickenhauser, seconded by Nimmo, to adjourn at 6:00 p.m.

Motion by Wickenhauser, seconded by Ritter, to approve payment of bills. Unanimous.

Motion by Houser, seconded by Wickenhauser to accept quote from Contech Engineered Solutions for purchase of 12 inch x 60 feet PVC Liner Pipe Not to Exceed $1,000.00. Unanimous.

COMMITTEE RECOMMENDATION TO THE COUNTY BOARD:

Motion by Wickenhauser, seconded by Nimmo, to recommend to the full board to accept quote from Black-Jack Grout Pumps Inc. for the purchase of a grout pump and related equipment Not to Exceed $7,100.00. Unanimous.
