City of Clinton City Council met March 18.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, March 18, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger and Edmunds were present. Commissioner Crang was absent.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of March 4, 2019 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Crang was absent.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported that the Cemetery Dept. will be removing all Christmas grave decorations on the ground on Monday, March 25, 2019 at 7:00 a.m. Anyone wishing to save their decorations should remove them before that date.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that the Sales Tax and Non-Home Rule Sales Tax were about $10,000.00 behind this time last year.

UNFINISHED BUSINESS

Written motion was made by Mayor Cyrulik and seconded by Commissioner Wise to approve the Contract with Richard Parker (Rich’s Stump Removal) for the Stump Grinding in the amount of $6,003.00. On roll call vote, Commissioners Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Contract Proposal/DeWitt County Human Resource Center for Ground Maintenance Work – $88,625.00 ($42,814.00 – 2019 & $45,811.00 - 2020)

On File – Written Safety Policy Documents – Personal Protective Equipment (PPE) On File – Facade Agreement/Kyle Koons – 500 & 501 West Side Square - $46,811.00

On File – 2019 Annual Spring Planting – not to exceed $4,000.00

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Wise and Mayor Cyrulik voted “Yes”.
