City of Clinton Council met May 20.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, May 20, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Buchanan and Wise were present. Commissioner Ballenger was absent.

Written motion was made by Commissioner Wise and seconded by Commissioner Edmunds that the minutes of the regular meeting of May 6, 2019 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported that May Days went well and the weather was decent for the festivities.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department is picking up brush this week and helping at the Cemetery to get ready for the Memorial Day service. He also stated they are working in the alleys.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported that everything is back up and running at the Water Plant. There had been some discoloration of the water, which has cleared up but thanks to social media Commissioner Wise was able to knock on some doors of people complaining and asked to see a sample of their water. The department has also been helping other departments and Lloyd Francis’ city truck has a new motor and is back in service.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger was absent.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report but wanted to comment on the passing of former Mayor Stan Stites. He always had the best interest for the City and in 1987 he had a heart attack and while in the hospital he had Tom’s sister (who was a doctor) call him to take over the Mayoral duties. He will be missed and he was a very good man. Mayor Cyrulik also stated he wrote some books and plays also.

UNFINISHED BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Mayor Cyrulik to approve the Engagement Letter from Floyd & Associates, CPAs for $28,750.00 for the Financial Audit FY19 and $4,025.00 for the A-133 Audit. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Mayor Cyrulik to approve the Engagement Letter from Floyd & Associates, CPAs for $2,500.00 for the Annual Audit TIF Funds FY19. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Water Tower Cleaning for the Water Dept. from Difco Inc. in the amount of $5,250.00. On roll call vote, Commissioners Wise, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Wise and seconded by Commissioner Edmunds to approve the purchase of a Chemical Testing Machine for the Water Dept. from Hach in the amount of $4,698.70. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Donation for Fire Works Display - $6,000.00

On File – 2019 Summer Street Maintenance Bids – Illiana Construction Co. - $99,424.85 

On File – Purchase of a Backhoe/Cemetery Dept. – Sievers Equipment Co. - $64,500.00 

On File – Resolution of the DeWitt County Multi-Jurisdictional All Hazards Mitigation Plan

On File – Ordinance Amending Title 8 (Fees for Services) of City Code – City Attorney, Steve Myers stated this is for the Fire Dept. to collect fees for firefighting services that are not residents of the City and not under a contract.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.
