City of Clinton City Council met June 3.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, June 3, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds, Buchanan were present.
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of May 20, 2019 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the donation of $6,000.00 to the Clinton Community Fire Works. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported the department has been busy with brush pick up and helping out at the Cemetery. They also had a huge tree come down on a couple of cars during a storm and thanked all the departments for helping clean it up. He also stated they are testing a couple of different drags for the alleys to try and improve the alleys.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported that the Water Plant is back in order and running smoothly. He thanked all the departments that helped out in the tree clean-up from the storm and how good of a job they did. He wanted to relay to the CEO of the Hospital what a good experience he had in the ER when he smashed his finger and had to have 13 stitches that everyone who works at the Hospital and the Rural Health are first class and he wanted him to pass along the compliment to the staff. He also stated that the Water Tower will be cleaned on Friday, June 7th (weather permitting).
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported the passing of Jim Hendrix who was a member of the Police & Fire Commission and our thoughts and prayers are with the family. He also stated that the Fire Dept. had a very nice funeral for Ron Ziegler.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported that the Sales Tax was $7,500.00 less than this time last year. He also stated that the State Budget was passed and it is preliminary right now how it will affect the City.
UNFINISHED BUSINESS
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to approve the 2019 Summer Street Maintenance Bid from Illiana Construction Co. in the amount of $99,424.85. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the Purchase of a Backhoe for the Cemetery Dept. from Sievers Equipment Co. in the amount of $64,500.00. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to approve Resolution 2019-6, Resolution of Adoption of the DeWitt County Multi-Jurisdictional All Hazards Mitigation Plan. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adopt Ordinance #1502, An Ordinance Amending Title 8 of the City Code of the City of Clinton, Illinois (Fees for Services/Fire Dept.). On roll call vote, Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
NEW BUSINESS
Written motion was made by Mayor Cyrulik and seconded by Commissioner Wise to approve the Recoating of the Roof and Sidewalls of the Building at the Street Dept. located at the End of S. Center St. – in the amount not to exceed $5,000.00. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
On File – Purchase of Exterior Lighting for Engine 2/Fire Dept. – Federal Signal Safety and Security Systems – $7,073.00
On File – Purchase of (12) Motorola APX 8000 Portable Radios/Police Dept. – Motorola Solutions Inc. - $41,607.96

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
