City of Sullivan City Council met  June 24.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session on Monday, June 24, 2019, at 7:00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked if anyone would like to present on the request to vacate the alley of Block One of Anderson' s First Addition for the public hearing. Brett Guyot, an adjoining property owner, asked that the City vacate this alley. Mr. Guyot. recently contracted for construction at his home, only to discover what was believed to be an easement was actually an alley and setbacks prohibited the work. The alley is considered a roadway and setbacks are larger than would be required should it be vacated and maintained as an easement. He also provided a picture showing a power pole standing in the middle of what would be the south entrance to the alley and that the alley is currently grass. He explained that the alley has never been maintained by the City and has never been paved or rocked. Adjoining property owner, Cathrine Craig was also in attendance and said they were fine with the alley being vacated. 3. Mayor Glazebrook asked ifthere were-any comments from the public in attendance. Nancy Barker asked thafthe Council consider taking action regarding the water in the Eastview subdivision. She believes the roads and curbs are being washed away and that there is a health issue with field run off. Commissioner Hargis explained that the issues aren' t being ignored and there are homes that currently have raw sewage in their basements. She also stated that the solution for the Eastview area will need to involve the City, the State, the farmers and the County. Nancy Drury asked if it would be possible to have a safe building for residents and tourist to take shelter during severe weather.

4. Mayor Glazebrook read the items on the consent agenda:

Approval of minutes ofthe previous regular meeting held June 10, 2019

Approval of claims except those in the TIF IV funds

Approval ofTreasurer' s Report for May 2019

Pass resolution 19- 0—Resolution supplementing and amending the personnel policy for the City of Sullivan employees

Pass Resolution 19- Q— Authorizing the Destruction ofAudio or Video Recordings-of Closed Meeting Sessions

A motion was made by Commissioner Hargis and seconded by Commissioner

Sherwood that the consent agenda be approved as presented. Upon a roll call being

taken, the results were as follows:

Commissioner Peggy Hargis yea

Mayor Richard Glazebrook yea

and the motion was declared carried by omnibus vote

5. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to approve the claims for TIF IV. Upon a roll call being taken, the results were as follows:

6. Commissioner Sherwood reported that the Civic Center will be closed June 30th through July 7th for the 4th of July festivities. The carnival will begin July 3rd and run until July 7th. Bridges are being repaired and replaced in Tabor Park and one bridge has already been completed. Commission Sherwood informed the public of the benefits of the park rec program offered by the City for children during the summer. This year there are averaging 150 kids and she recognized those involved with the program for time and effort leading to the success of this program.

7. Commissioner Fowler met with IBEW# 51 Representative Tony Cook regarding the restructuring of linemen wages. They came to an agreement on wages by increasing the journeyman linemen wage to $39.05. Commissioner Fowler attended an IMEA meeting with Mayor Glazebrook and met with BHMG engineers regarding an upcoming project at the electric plant.

8. A motion was made by Commissioner Fowler and seconded by Commissioner Hargis to modify journeyman lineman and apprentice wage scales and modify the wage calculation for on- call coverage as outlined in the Memorandum of Understanding effective as of July 1, 2019. Upon roll call being taken the results were as follows:

And the motion was declared carried.

9. Commissioner Hargis commended the Street Department for their quick response to recent high water and flooding issues and for assisting Bethany with their flooding issues:She reported the position at the street department has been filled,-the street sweeper should be arriving soon and the work on Burdick and Orris properties has slowed due to recent rain.

10. Mayor Glazebrook recognized local businesses that have reinvested in Sullivan and has been approach by other individuals interested in investing in the community as well. He thanked that Street Department for checking flooded areas and cleaning drains during recent storms. Mayor Glazebrook announced the American Legion will celebrate their 100th anniversary this year and the City is waiving the carnival and firework fees. He also thanked Dan Flannell for working with the engineers and consultants and for his efforts in regards to the Titus properties. -

11. Bids were received for the sale of a log splitter. Three bids were received as follows:

Doug Booker 202

Andrew Pistorius 200

Ron Burgess 150

A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to accept the bid of$202 by Doug Booker for the log splitter. Upon roll call being taken, the results were as follows:

And the motion was declared carried.

12. One bid was received for the sale of a Target concrete saw. The bid was received as follows:

A motion was made by Commissioner Hargis and seconded by Commissioner

Sherwood to accept the bid of$ 10 by Andrew Pistorius for the Target concrete saw.

Upon roll call being taken, the results were as follows

13. One bid was received for the sale of a 1997 Chevrolet 2400 with utility bed. The bid was received as follows:

A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to accept the bid of$50 from Andrew Pistorius for the 1997 Chevrolet 2400 pickup with utility bed. Upon roll call being taken, the results were as follows

And the motion was declared carried.

14. A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to waive the reading and adopt Ordinance 19- 9— Ordinance Vacating Alley Between Market and Anderson Streets, City of Sullivan, Illinois as presented. Clerk Carrie Creek read an excerpt from the Ordinance in regards to easements. Upon roll call being taken, the results were as follows:

And the motion was declared carried.

15. A motion was made by Commissioner Sherwood that section 3- 1- 10 of the City of Sullivan code be amended to allow hens within City limits and an ordinance to be prepared by the City Administrator to be reviewed at the next council meeting. The motion died with lack of a second.

16. Mayor Glazebrook stated that the discussion on hiring legal counsel for Titus representation is tabled, to be discussed at the July 8, 2019 meeting.

17. It was explained that Resolution 19- P, the resolution to release closed session minutes, would be passed once the Council reconvened from closed session to talk about those minutes. A motion was made by Commissioner Hargis and seconded by Commissioner Fowler to adjourn to closed session at 7: 36p.m. to discuss minutes of meetings lawfully closed ( 5ILCS 120/ 2 ( c)( 21).). Upon roll call being taken the results were as follows:

18. Mayor Glazebrook reconvened the meeting at 7: 53p.m.

19. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to pass Resolution 19- P—Release of Executive Session Minutes.

Upon a roll call being taken, the results were as follows:

Commissioner Chuck Woodworth absent

Mayor Richard Glazebrook yea and the motion was declared carried.

20. A motion was made by Commissioner Hargis and seconded by Commissioner Fowler that the meeting be adjourned. Upon roll call being taken, the results were as follows:
